Job Description Vice President of State Affairs

The Vice President of State Affairs leads and executes Cambia's State Affairs strategy to advance Cambia's Cause and protect its interests. Leads the State Government and Regulatory Affairs team as they support the transformation of health care through the proactive application of political, legislative and regulatory policy strategies.
General Functions and Outcomes

• Serves as Cambia's primary point of contact regarding Cambia's position on state-based public policies.
  
• Leads the development and execution of Cambia's State Affairs strategy.
  
• Leads our coordination with internal business partners to ensure Cambia's state-based positions are aligned across each state and in sync with our corporate direction and strategies.
  
• Coaches and supports the Public Affairs and Policy team members while also building relationships with state regulators and key legislative and executive branch leaders.
  
• Cultivates relationships with a diverse group of stakeholders, including legislative members and staff, agency officials, industry association leaders, health care non-profits and other public affairs executives in the health care sector.
  
• Serves as the principal representative (and/or delegates as appropriate) for state policy and government affairs to the senior executives at our primary trade associations, AHIP and BCBSA.
  
• Serves as the strategic adviser to the EVP and Chief Legal Officer and the Cambia Leadership Team on all state legislative, regulatory, policy and political affairs.
  
• Provides subject matter expertise on State Affairs to business partners as needed, including Health Plans, Actuary, Legal, Compliance, Strategic Communications, Government Programs and others.
  
• Provides strategic leadership and management to the Regence Health Policy Center to ensure that the Center is advancing Cambia's public policy agenda and priorities through its public outreach, publications, events, and other activities.
  

Minimum Requirements

• Experience leading and managing teams engaged in legislative or regulatory focused activities. Ability to coordinate activities across multiple states to ensure consistency and advance Cambia's public policy strategies.
  
• Demonstrated knowledge of the state legislative and political processes. Proven experience working within or lobbying legislative bodies.
  
• Demonstrated knowledge of legislative and regulatory processes. Knowledge of the promulgation process related to regulations and rules, as well as the administration and enforcement thereof.
  
• Experience working on political campaigns or as a health policy consultant or strategist in a leadership role.
  
• In-depth working knowledge of campaign finance laws and regulations.
  
• Ability to develop coalitions with key partners to advance business objectives.
  
• Proven experience working in or around strategic communications or public relations with a strong sense of political and media strategy.
  
• Ability to develop strategy while implementing and executing on initiatives and appropriately influencing outcomes.
  
• Strong written and verbal communication skills including presentation and public speaking.
  
• Ability to analyze proposed legislation and or regulations to determine impacts on the business. Experience drafting rules and amendments to regulations and legislation.
  
• Critically analyze and evaluate policy proposals and partner with internal groups to drive discussion and develop strategies and approaches.
  

The Vice President of State Affairs would have a Bachelor's Degree in Public Policy, Healthcare Administrations, Political Science, Business Communications or related field and 15-20 years of experience in public policy or political affairs, regulatory affairs, public relations or an equivalent combination of education and experience. Advanced Degree preferred.

8-12, including 3-5 at the Director level.
Work Environment
Work is performed primarily in an office environment. Will travel within or 4-state foot print and to other locations in the US as needed.
The expected hiring range for the Vice President of State Affairs is $212,500-287,500 depending on skills, experience, education, and training; relevant licensure / certifications; performance history; and work location. The bonus target for this position is 30% . The current full salary range for this role is $200,000-325,000.
