Job Summary:  The Vessel Safety Manager will be responsible for implementing the safety, marine environmental and regulatory policies of the fleet to include auditing, training and continual improvement by performing the following duties:

Key Responsibilities:

  • Inspects and evaluates Company vessels for safety related issues; notifies appropriate Vessel Managers and appropriate corporate management of all deficiencies; provides appropriate recommendations for improvements; ensures noted deficiencies are corrected.
  • Serves as an alternate point of contact for oil spill reporting for the vessels and vessel maintenance facilities; makes required Federal and State notifications; liaison with Federal and State representatives visiting spill site; assists responsible vessel representative in drafting and submitting required paperwork.
  • Assists vessels with Safety Equipment needs with the goal of standardizing across the fleet (e.g. SARTs, SCBAs, Emergency Pumps, etc.).
  • Conducts pre-departure training instruction for vessels in the Puget Sound Region or Alaska as requested; audits vessel emergency drills, and conducts additional training as needed.
  • Works with primary trainer to ensure each vessel undergoes USCG Witnessed Safety Drills at least every two years.
  • Monitors vessel injuries and notes trends and recommend appropriate training and measures to prevent reoccurrence.
  • Provides guidance and oversight to appropriate vessel crew members to meet Respiratory Protection program requirements (e.g. medical clearance and annual fit testing).
  • Ensures that all vessel occupational health and safety training aligns with Safety and Regulatory Compliance objectives.
  • Executes the "train-the-trainer" concept by working with each vessel to have designated and trained personnel to meet the safety and health training needs on site.
  • Ensures vessel training is conducted and documented including Coast Guard, OSHA, and Company required training, both for entire crews, and for individuals.

Additional Responsibilities: 

  • Serves as alternate point of contact for vessels' Voluntary Protection Program (VPP) projects and goals.
  • Serves as an alternate point of contact for Vessel Managers and Captains for licensing, safety and health related research, compliance and investigative needs, and all other training related needs.
  • Maintains or assists with other safety programs as requested by Supervisor.
  • Serves as point person for the facility wastewater discharge authorization and coordinate vessel potable water discharges into facility wastewater system in compliance with discharge authorization.
  • Serve as point person for facility Environmental Protection Agency (EPA) and Washington State Department of Ecology (Ecology) Spills, Controls, and Countermeasures (SPCC) Plan.
  • Ensures compliance by overseeing Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) regulations other regulatory related activities and procedure Storm water Hazardous waste
  • Provides support during OSHA, EPA, and any other regulatory audits.
Minimum Requirements 

Minimum Qualifications:

  • A minimum of three years of experience working in Environmental Health and Safety or related field.
  • Comprehensive knowledge and understanding of International, Federal and State maritime VESSEL SAFETY requirements.  Knowledge and thorough understanding of OSHA requirements as they apply to seagoing vessels.
  • Bachelor's degree (B. A.) from four-year college or university; or equivalent combination of education and experience.
  • Knowledge and thorough understanding of maritime pollution regulations and requirements, both State and Federal.
  • HAZWOPER certification or ability to obtain within 6 months.
  • Working knowledge of all applicable local, regional, and federal requirements.
  • Good working knowledge of L&I and OHSA regulations, safety practices.
  • Knowledge and experience with the Washington State Industrial Stormwater General Permit (ISGP) and an understanding of a facility Stormwater Pollution Prevention Plan (SWPPP) in keeping a facility within compliance with facility's stormwater permit.
  • Has knowledge and experience with Washington State Dangerous Waste regulations; ability to identify non-compliance issues and coordinate with Environmental and Facility staff to bring facility back into compliance.

Preferred Qualifications

  • Fishing Vessel Safety Instructor, Qualified Instructor and/or Designated Examiner for training purposes.
  • Fishing Industry or maritime sailing experience.
  • Hands-on maritime safety training instructor experience.

 

This is a salaried exempt position with an annualized salary range of $90,000 to $120,000.
