- Supervise the staff and functions of the Utility Billing division including city wide cash receipting, billing and collection of utilities and pet licensing administration.
- Manage the accurate and timely billing and collection of utility service customer accounts; coordinate delinquency and shut off notifications; review and approve leak and billing adjustments.
- Develop customer service guidelines and effectively resolve customer complaints and issues that cannot be addressed by staff.
- Schedule and import automated meter readings; audit and review consumption to ensure error free billing and reporting accuracy.
- Provide recommendations on ordinances, resolutions, policies, procedures, Renton Municipal Code.
- Assist with rate studies and ensure current rates are in place.
- Maintain, update and revise Utility Billing and Pet Licensing sections of City Webpage.
- Build and prepare complex reports; audit, analyze and interpret data and make recommendations related to operations.
- Manage audit of utility permit applications and occupancy permits with new accounts to ensure that all new services are being billed; ensure all new addresses have been set up correctly in system.
- Analyze and reconcile accounts, prepare adjusting entries for posting to general ledger; reconcile and adjust variances as assigned.
- Administer accounting activities for L.I.D. and other special assessment programs as assigned.
- Interpret apply and explain applicable laws, regulations, policies, and procedures.
- Assure compliance with a variety of local, State and federal regulations, restrictions and legal requirements concerning municipal financial transactions and records.
- Interface with other service providers such as the City's solid waste contractor, King County Wastewater, local area water districts and other jurisdictional agencies to resolve customer account questions or account discrepancies.
- Analyze and develop different ways to meet customer billing processes that are cost effective and efficient.
- Assist the State Auditor's staff in audit of accounting records and financial statements.
- Evaluate employee performance; conduct consistent staff and 1:1 check in meetings with direct reports.
- Coordinate the hiring and onboarding of new employees.
- Delegate, review and ensure timely completion of duties of assigned staff.
- Assist in the development and communication of department goals that support the City's Mission and Business Plan.
- Train staff; set specific and measurable standards and goals.
- Comply with and administer City policies.
- Contribute to an environment of teamwork and respect.
- Foster a culture of equity and inclusion by welcoming and meeting the diverse needs and perspectives of groups and individuals.

- Bachelor's degree in Accounting or Finance.
- Minimum 3 years of experience in direct customer service, customer account billing and/or accounts receivable.
- Or minimum 7 years of relevant education and experience.
- 1 year supervisory or lead experience or demonstrated leadership experience.
- Successful passing of a required background check and credit check.
PHYSICAL DEMANDS:
- Operate a computer and other office equipment.
- Communicate with City employees and residents.
- Lift or move items weighing up to 20 pounds on occasion.
- Work is performed in a typical office environment and involves moving throughout the facility.
- Noise level indoors is moderately quiet.
- Night meetings may be required.
