Under the leadership of the Board of Directors and Executive Staff, the Tollway is committed to achieving the following goals: increase collaboration with regional transportation and planning agencies, promote the regional economy, maintain financial integrity, foster environmental responsibility and sustainability, maintain the safety and efficiency of the Tollway system, further transparency and accountability, enhance customer service, and maintain public trust.
In support of this vision, the Utilities Manager, manages, directs, and coordinates the Accounts Payable Representatives. The position within the Authority guidelines, negotiates and/or reviews contracts, invoicing, budgets, accruals, implements initiatives to mitigate energy consumption, and analyzes staffing structure to maximize operational efficiency. The incumbent will also have authority over certain areas of all departments involved with utility services including Finance, Building Maintenance, Engineering, IT and Legal. The incumbent will also have the authority to change account billings and open/close utility service accounts.

Position Responsibilities
This position reports directly to the General Manager of Operations Quality Control and Oversight and directly supervises the Accounts Payable Representatives. The position manages and provides direction, technical support, assigns duties and evaluates the performance of the subordinates.

This position is responsible for directing the Utility Services Group to fulfill its designated functions. The Utility Services Group is responsible for the logging, analysis, and processing approximately 1,127 utility payments per month (13,524 annually). The Utility Manager will be responsible for the negotiating and procurement of cable, electric, natural gas and water services for the entire Tollway System. This includes but is not limited to the procurement of new services, the adjustment or deletion of existing services and the transparent accounting for all service installations, payments, and accruals. The Utility Manager interacts with all departments within the Authority to assure seamless communications of utility related issues and to meet the demands of a dynamic government environment.
Through personal inspection and communication with various departments, the Utility Manager will assure that new services are setup and installed correctly and within the best interests of the Authority. The Utility Manager will also be the single point of contact for, and shall act as Liaison between, the Authority and the Utility Companies.
The specific method of completing a task is not always given, giving the incumbent some latitude in prioritizing, recruiting assistance, and selecting a means or method to accomplish a specific task or assignment.

  • Updates meter exchange information in the utility database
  • Tracking aggregation program and contract information in the utility database
  • Process utility refunds
  • Develop planned outage notifications
  • Manages projects and team members
  • Manage interconnection locations
  • Manage rate adjustments, budget reports, and accruals
  • Service address corrections
  • Manage utility tax exemption forms
  • First response to power outages

Qualifications
Position Qualifications
  • A Bachelor's Degree from an accredited college in Finance, Management or related field of study or equivalent years of education and experience is required.
  • Minimum five (5) years' experience in Management
  • Ability to use a range of technology and tools, including but not limited to Microsoft Office, SAP, and Catapult
  • Experience in maintaining, managing, and updating a database is required.
  • Ability to communicate effectively and work with stakeholders at all levels of the organization
  • Excellent analytical skills
  • Superior organizational, problem-solving, and critical-thinking skills
  • Experience in the procurement/contract field including contract creation, coordination, monitoring, payment, and resolving contract issues or disputes
  • Excellent verbal and written communication skills are required.
