The Public Utilities Department, is seeking two Utilities Analysts, either a Utilities Analyst I or II level depending on the qualifications of the applicant. As assigned, the Utilities Analyst will perform a variety of professional level analytical and program management work in a variety of areas supporting Public Utilities administration and operations, including budgeting, financial planning, energy settlements, real property administration, energy risk, compliance, and legislative and regulatory affairs; and performs related duties as assigned.
Utilities Analyst I is the entry level class in the Utilities Analyst I - III series. This class is distinguished from the Utilities Analyst II by the performance of routine tasks and duties assigned to employees within the series. Employees at this level may have limited directly related work experience. Advancement to the "II" level is based on demonstrated proficiency in performing the full range of assigned duties and is at the discretion of higher level supervisory or management staff.
Utilities Analyst II is the journey level class in the Utilities Analyst I - III series. Employees within this class are distinguished from the Utilities Analyst I by the performance of the full range of duties as assigned, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures, practices and policies of the work unit. Incumbents at the II level may provide lead direction over other professional, technical, or clerical staff. Positions in this class series are generally filled by advancement from the "I" level, or when filled from the outside, require prior experience. Advancement to the "III" level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties.
Note: The department has sole discretion to appoint at either level. The two classes are distinguished by level of experience required. In proportion to a candidate's level of qualifications, consideration will be given at the appropriate level.
When Assigned to Customer Service - Call Center:
This position will be required to conduct data and impact analysis, participate in administrative research to guide decisions impacting policies, procedures, and customer enhancements. Additionally, the Analyst will administer critical programs, serve as a liaison between the Customer Service Division and the Technology Division, often working with outside vendors and contractors and audit Customer Service procedure for effectiveness.
- Review policies and procedures for effectiveness, using various Customer Information System (CIS) systems for productivity and accuracy.
- Monitor and review contracts for compliance with terms and conditions, renew agreements as appropriate to ensure continuity of services.
- Maintain files and finalize in variety of interim and final reports.
- Work effectively with other groups including those in Anaheim and outside agencies, developers, consultants, and vendors.
- Perform related duties and responsibilities, as required.
This position will be required to perform a wide variety of office and field duties in the acquisition for purchase and sale of Real Property, appraisal review, disposition and relocation of owners and tenants, and businesses. Secure deeds, legal descriptions, and legal documents for acquisition or disposition of property. Ideal candidates must possess experience in the following:
- Review engineering plans for the acquisition of easements and real property and coordinate with other divisions, departments, and outside agencies on right-of-way projects. Assess Public Utilities' real property program activities and operations; develop new tools and improve processes in the areas of mapping, asset tracking, and data collection and cost estimating.
- Monitor, review and process master construction, consulting and other agreements to ensure tracking webpages and material are updated, contracted amounts are not exceeded and confirm compliance with contract terms and conditions; renew agreements as appropriate to ensure continuity of services.
- Coordinate and manage consultants/contracts for right-of-way documents and services for Utilities.
- Maintain records and prepares a variety of interim and final reports.
- Utilize computer software such as MS Office, First American Data Tree, and Anaheim's GIS, Tidemark and Customer Information System to search, log, and track and create real property related documents.
- Work effectively with other groups including those in Anaheim and outside agencies, developers, consultants, property owners, residents and businesses, and real property management companies to address their questions, concerns and develop resolution that meets the real property needs of the Department.

- Prepare administrative studies and research projects as required; prepare statistical data, graphs, and presentations; assist in the coordination and implementation of approved studies and projects.
- Conduct administrative or management studies, analysis and investigations related to the activities and operation of the Public Utilities Department; gathers, compiles, and interprets a variety of statistical data; and prepares administrative reports.
- Research, analyze and recommend changes in departmental procedures and or operations as part of process management; assist in their development and implementation; identify and/or recommend goals, objectives, policies and procedures for assigned programs; and establish implementation schedules and methods.
- Assist with researching, developing and performance benchmarking in support of the Department's business goals and objectives.
- Track, research and analyze compliance with legislative and regulatory developments.
- Assist managers and supervisors in communicating division level goals and performance measures throughout the organization.
- Monitor and review master agreements to ensure contracted amounts are not exceeded, and that insurance is current; renew agreements as appropriate to ensure continuity of consultant/contractor services.
- Provide assistance on special projects; conduct studies/analysis and coordinate findings with requester; prepare final report and present orally and in writing to appropriate management staff.
