Work Unit Overview:
The Central Land Office (CLO), together with four field office locations, represents the Department of Natural Resources and Conservation (DNRC) in Glacier, Liberty, Toole, Pondera, Teton, Cascade, Meagher, Broadwater, Jefferson, Beaverhead, Madison, Gallatin, Park, and Lewis and Clark Counties. The offices implement and administer department programs for the Forestry and Trust Lands Divisions. The Department's mission is to help ensure that state and private lands and water resources provide benefits for present and future generations. This is done by managing natural resources to produce income for various trust accounts; implementing and enforcing agency programs, state laws, rules, and policies; protecting property, resources, and land from destruction caused by wildland fires; and providing needed services to the general public. The Helena Unit Office is responsible for conducting the field activities of the programs and laws administered by the Trust Land Management Division and Forestry Division of DNRC. The Helena Unit is managed by a Unit Manager who answers directly to the Central Land Office Area Manager.
Job Overview:This position serves as the Helena Unit Manager for the Central Land Office (CLO). The Helena Unit Manager has supervisory, managerial authority and responsibility for all assigned departmental programs and field activities, property and personnel within its geographic region. This is a five-county area (Helena Unit Office-Lewis and Clark, Meagher, Cascade, Jefferson, Broadwater Counties). The Helena Unit Office conducts field activities for the Trust Land Management Division and Forestry Division and is responsible for the day-to-day operations of the Department within this specified area. The Unit Manager is primarily a project manager of activities being conducted with the unit through seven bureaus.
Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent.
  • Unit Administration
    The Helena Unit Manager administers activities of all Trust Land Management and Forestry Division programs within the Helena Unit (HU) according to established goals, policies, and procedures to accomplish objectives and tasks using sound knowledge of natural resources management, operation manuals, and related federal and state laws.
  • Planning/Organization
    The Helena Unit Manager coordinates and systematizes the accomplishment of the programmatic duties of all Trust Land Management and Forestry Division programs by the Helena Unit workforce.
  • Project Implementation
    The Helena Unit Manager ensures HU projects are implemented according to established goals, policies, and procedures, rule and law.

Qualifications
Minimum Qualifications (Education and Experience):
The position requires education and experience equivalent to a bachelor's degree in a field of natural resource management, forestry, wildlife biology, fire management, recreation management, range science or directly related with four years of related natural resource management experience that includes program management and supervisory responsibilities. A Master's degree in the above can be substituted to include 3 years of related experience in areas listed.
Required knowledge, skills, and abilities:
Requires broad combination of knowledge, skills, and abilities regarding the following principals: knowledge of leadership, self-awareness, project management, facilitative teambuilder, partnership , accountability, and agricultural and grazing management, forest management, mineral management, real estate management, fire management, recreational management, environmental compliance processes (e.g. environmental assessments and environmental impact statements) and other regulatory requirements (land use and access law).
Requires the ability to lead, motivate, and supervise employees.
Must possess the physical and mental ability to act as a Line Officer for large fire management.
Requires skill in administering multiple trust land projects; communicating both verbally and in writing with a wide variety of individuals in an effective manner; facilitating meetings; public speaking; negotiating and managing conflict; the use of personal computers and software; and organizing and delivering reports.
Requires the following abilities: To be effective in problem-solving and managing conflicts; to establish and maintain effective working relationships with diverse people sometimes in adverse environments; to learn and apply DNRC and other state and federal agency rules, regulations, policies and procedures; to prioritize assignments and work under deadlines; and to organize and complete detailed work.
SPECIAL INFORMATION:
Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
ELIGIBILITY TO WORK:
In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States. Examples of such documentation include a birth certificate or Social Security card along with a driver's license or other picture I.D., or a U.S. passport, or a "green card".
