POSITION SUMMARY
The Captain of the vessel is the Master. In his absence his relief is Master. A Master must have a U.S. Coast Guard license as Master or Operator of Towing Vessels. The Captain will be responsible for general operations, personnel, equipment, safety, and operational regulatory compliance.
JOB EXPECTATIONS/DUTIES

• The Master is responsible for the safe and efficient operation and performance of his crew, vessel and tank barge, and for ensuring that the equipment is kept neat, clean, and in good working order. The Master must also ensure that company policy, rules, and regulations are followed.
• The normal work schedule for Captains and Relief Mates is Two Weeks on/Two Weeks off. Weekends and holidays will be scheduled as required.
• The Master must report to the office all violations of Colonial policy or violations of federal, state, or local laws.
• The Master is ultimately responsible for receiving operational orders for his equipment, coordinating personnel duty assignments with his crew, and ensuring that every aspect of the operation is carried out on schedule, safely, and with proper equipment utilization.
• The Master must advise the office of anticipated crew shortages or overages immediately, so as to enable the office to make timely manning adjustments among the vessels.
• The Master is responsible for crew discipline and for completing crewmen’s performance evaluations.
• The Master must set the watch standing schedule for his crew, ensuring that no licensed wheelman works more than twelve (12) hours in any 24-hour period.
• The Master must ensure that a station bill is posted and ensure that all crew members are familiar with their respective stations and duties in case of emergency.
• The Master is responsible for the maintenance, seaworthiness, cleanliness and appearance of his vessel. Responsible for ensuring job-related equipment is always in good working order and ready for deployment or drill notifications.
• The Master must ensure that all barges are in navigable condition and must report any deficiencies to the office. Damaged or endangered barges must be reported immediately, and appropriate measures taken to ensure their safety.
• The Master must understand and complete paperwork to follow procedures and regulations, such as customer logbooks, vessel logbooks, charts, EPA Discharge logs, placards, and labeling.

QUALIFICATIONS/REQUIREMENTS

• High School Diploma or GED is required.
• 4 years Maritime experience is required.
• Hold a current license as Master of Towing Vessels;
• Hold a current endorsement as Tank Barge PIC (DL)
• Competency in crew management and leadership;
• Basic knowledge of maintenance of all boat and barge mechanical and electrical systems;
• Superior boat handling skills with no pilot error casualties;
• Demonstrated knowledge of all policies and procedures;
• Approval from the Port Captain;
• Firefighting Training;
• Vessel Response Plan use;
• Vessel Security Plan use.
