Job Duties

The Virginia Department of Environmental Quality's, Tidewater Regional office seeks a qualified candidate to perform Water Quality Management, Planning, and Assessment activities that are technically accurate and in accordance with applicable laws, regulations and guidance that are completed in a timely manner. Perform assessments of Water Quality conditions, analyze data by statistical methods, GIS analysis and result based maps; determine/apply applicable regulatory requirements, and prepare reports for other agency units. Assist with Water Quality monitoring and field efforts, Coordinate and develop TMDL and TMDL implementation plans in accordance with the Agency's point and nonpoint source pollution responsibilities and goals. Manage grants and implementation projects. Build and maintain effective working relationships with the regulated community, local communities, non-governmental organizations and other state agencies in the Tidewater Region to communicate, and to receive input on the effects of, long-range agency multimedia initiatives, including watershed planning, non-point source permit programs, policies and procedures. To provide technical assistance to DEQ staff, the regulated community and citizens of the Commonwealth.

Minimum Qualifications

Knowledge of Environmental science; aquatic biology; chemistry; aquatic toxicology; environmental assessment; water resources planning; statistical data analysis & interpretation; point and nonpoint pollution sources and related Water Quality impacts and corrective strategies; local, state and federal Water Quality programs; effectively deliver local government technical assistance that connects wide ranging partners to meet multi program goals and objectives.
Proficient in GIS with the ability to conduct analysis, display and disseminate results. Advanced skills in statistical analysis and database management.
Personal computer skills and advanced skills with software packages such as Word, Excel, Access, and PowerPoint.

Excellent oral and written communication skills with the ability to communicate effectively across a widely varying audience.
Combination of training and/or coursework in environmental science, or natural resource management. Major course work includes environmental sciences, biology, aquatic ecology, water resources, conservation, environmental engineering or other related fields. Thorough knowledge of environmental topics, water resources, policy and management. Proficient in GIS, data analysis programs and database management. Experience conducting research on natural and environmental resources that include Water Quality analysis and statistical techniques. Required soft skills include critical observation, detail oriented and organization management.
