This position is located in ODOT's District 1; Muskogee, OK.
Job Description
Basic Purpose
Positions in this job family are responsible for planning, supervising, and performing technical and professional level transportation work. Responsibilities may be assigned in any area of transportation work, including research, planning and design, survey, environmental studies, bid lettings, construction, maintenance, or project management. Responsibilities may include all phases of highway and bridge construction, field management of utilities or property appraisal and acquisition, relocation assistance, traffic operations, materials testing and sampling, or materials laboratory management.
Typical Functions
  • Performs sampling and testing of materials for use in highway construction and maintenance operation; performs plant inspections and prepares materials certifications.
  • Surveys grade and alignment of highways using survey equipment.
  • Collects statistics and documentation about the state highway system.
  • Inspects, reviews, or provides oversight for contractors or utility relocations associated with construction projects to ensure compliance with plans and contracts for highway construction activities; prepares progressive and final estimates for construction contractors.

Education and Experience
Level I:
Education and Experience requirements are none.
Level II:
Education and Experience requirements at this level consist of one year of experience in transportation related work*; or an equivalent combination of education and experience, substituting two college courses in mathematics, natural science, engineering or a closely related field for the year of the required experience.
Level III:
Education and Experience requirements at this level consist of a bachelor's degree in accounting, business, public administration or a closely related field plus two years of qualifying experience; or an equivalent combination of education and experience, substituting one year of experience in accounting, bookkeeping, tax revenue, apportioned vehicle registration, customer service, auditing, or closely related work for each year of the required education plus two years of qualifying experience.
Level IV:
Education and Experience requirements at this level consist of a bachelor's degree in accounting, business, public administration or a closely related field plus three years of qualifying experience; or an equivalent combination of education and experience, substituting one year of experience in accounting, bookkeeping, tax revenue, apportioned vehicle registration, customer service, auditing, or closely related work for each year of the required education plus three years of qualifying experience.
*Transportation related work: Qualifying experience should be unique to a transportation agency or company performing duties such as: planning, surveying, design, construction, inspections, material sampling, utilities, appraisal, and/or maintenance of roads, highways, airports, and other modes of transportation.
Jobs that are not transportation related work: driving a truck or equipment, maintenance worker, construction worker, delivery driver, farm hand, mechanic, or welder.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills, and Abilities required at this level include knowledge of basic geometry and algebra; of basic laboratory equipment; of construction materials; and of the English language in order to follow written and oral instructions. Ability is required to measure distance; to collect data; to operate computer equipment; and to operate transportation-related equipment.
Special Requirements
Possession of a valid Oklahoma driver's license. Applicants must be willing and able to fulfill all job-related travel normally associated with this position. Perform inspections for highway construction projects. Ensure that contractor's work is in conformance with ODOT Standards, Specifications, and contract requirements. Compile documentation of project progress including measurements, calculations, and site conditions of construction projects. Perform sampling and field testing of materials incorporated into construction projects. Generate progressive estimates to compensate the contractor for completed work. Maintain communication between the residency and contractors. Provide training and guidance to lower level Transportation Specialists. Operate state vehicle for daily project site visits.
