#2023-023 Purchasing & Acquisitions Specialist
ANNUAL SALARY RANGE
$50,000 to $64,100
SUMMARY
Provide administrative support to the Procurement and Facilities Director, Building Services Specialist, and Finance Controller with special emphasis on coordinating activities involved with procuring goods and services for the agency by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Maintains documentation for Purchase Card (P-Card) and Travel Card purchases (request for purchases, approvals, signed & dated receiving documents), analyzes charges, performs other accounting functions for the P-Card, and is responsible for making all conference reservations and coordinating travel arrangements for OHFA.
- Reviews purchase requisitions to determine requirements; assists in preparation of bid specifications, pre-bid conferences, bid closings; and assists in coding requisitions and specifications, all in compliance with the Oklahoma Housing Finance Agency’s Purchasing Policy and Procedures and related rules and regulations.
- Generates purchase orders, investigates open purchase orders and completes them once fulfilled, vendor statements, and resolves discrepancies.
- Assists in the receipt and delivery of products, expedites delivery of goods, tracks order, provides status reports, and is responsible for maintaining adequate supply of office materials for the Finance Team.
- Provides support by maintaining procedures for the procurement of office supplies, equipment and furniture, IT hardware and software, and other general office services in accordance with OHFA Purchasing Policy and Procedures.
EDUCATION and/or EXPERIENCE
A bachelor’s degree in supply management or business, plus two years of relevant experience; or an associate degree in a business related field, plus three years of relevant experience; or an equivalent combination of education and experience in a purchasing and/or supply chain environment.
CERTIFICATES, LICENSES, REGISTRATIONS
State Procurement Officer Certification preferred Certified Procurement Officer (CPO from the State of Oklahoma OMES), Certified Public Purchasing Officer or Certified Purchasing Professional are preferred; if CPO is not current or not held by applicant, CPO will be required within six (6) months of hire date.
Experience with State Purchase Card program or an equivalent purchase/credit card accounting/purchasing system preferred. Valid driver's license. Must be bondable
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee frequently is required to walk and use hands to finger, handle, or feel. The employee is occasionally required to stand and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
This is not a remote or telework position.
