Official Position Description:

In District Testing Office, acts as staff specialist (i.e., develops engineering policies & plans projects concerned with unique or controversial problems which have significant impact on major organizational programs; keeps abreast of new scientific methods & developments affecting Department & recommends changes in program emphasis; represents administrator in administration of contracts involving multiple complex projects, programs & directives; develops &/or revises policies & directives based on field observation & testing); supervises Testing staff (e.g., provides developmental opportunities, evaluates & monitors performance, approves requests for leave, counsels staff, recommends discipline, assigns duties to be performed). Oversees &/or participates in all Testing activities to ensure management & safety practices established by District Construction Engineer (DCE) are properly executed.  Assists in formulating goals & strategies to be used in establishing efficient business practices. Coordinates & monitors implementation of policies & directives; analyzes work processes & recommends changes for operational improvements to DCE. Coordinates management team meetings & other activities.  Meets regularly with section supervisor to provide guidance, ensure compliance with policies & discuss progress towards goal attainment. Uses personal computer (e.g., Microsoft Word & Excel) to prepare correspondence & reports &/or special studies as requested. Signs plans &/or other engineering documents as registered professional engineer.

In District Construction Office, manages all aspects of construction program for assigned areas, ensuring each contract is administered with contract specifications & consistently across district & results in consistent level of quality including projects delivered on schedule & within established budget.  Develops, recommends & monitors Testing budget & provides information to supervisor.  Conducts budget & cost analysis; prepares reports utilizing computer & software (e.g., Microsoft Word, Excel) to conduct budget & costs analyses & prepare reports regarding fiscal status of Office; creates & maintains budget plans to establish short- & long-term goals & objectives consistent with District & Department mission.

Coordinates development of strategic planning goals & objectives for Office. Conducts planning workshops to develop short- & long-term goals.  Develops & monitors performance measures to track progress toward goal achievement. Uses the computer (e.g., Microsoft Word & Excel, Site Manager, AASHTOWARE, or current construction computer program) to prepare spreadsheets, databases, initiate samples & enter test results, produce queries & reports; acts as the District's knowledge expert for AASHTOWARE.  Provides reports & analyses to Highway Management Administrator (HMA) & DCE regarding performance measures. Testifies & acts as engineering expert witness in court cases.

Performs miscellaneous duties as assigned to facilitate operational efficiency (e.g., participates in construction-related seminars, attends management & other training sessions, delivers presentations regarding testing issues & new technology, meets with contractors, reads industry-related periodicals & other publications, uses Microsoft Word to draft responses to correspondence, maintains project files & adheres to record retention schedules).

Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.
