What You Will Do:

This position offers the opportunity to work with a team of professionals on meaningful improvements to the transportation system, and learn more about all aspects of ODOT.

  Prepare and review safety studies for high-crash locations and system-wide improvements

  Review Traffic Impact Studies for private site developments

  Assist in coordination of access management along state routes

  Conduct and review studies for speed zones and signal warrants

  Recommend and implement active transportation (bike/ped) improvements in District projects

Who we are looking for:

  Ability to communicate with public, locals and developers

  Familiar with traffic tools (such as HCS, GCAT/ECAT)

  Familiar with ODOT and Local requirements

Official Position Description:

Acts as District Traffic Safety staff specialist (i.e., develops & evaluates plans & criteria for variety of projects & activities to be carried out by others); responsible for performing, reviewing, & approving Safety Engineering Studies to comply with Statewide Highway Safety Improvement Program (HSIP) requirements. Evaluates District State Highway System for potential low-cost safety countermeasures & improvements & coordinates with ODOT personnel for implementation. Analyzes fatal accident reports for suspect traffic control or highway features. Uses safety manuals & software tools to perform studies & evaluate crash locations including the Highway Safety Manual (HSM), Geographic Information System (GIS) Crash Analysis Tool (GCAT), Economic Crash Analysis Tool (ECAT), Interactive Highway Safety Design Model (IHSDM), & Safety Analyst (SA). Coordinates with local agencies for data collection & to assist in safety project applications & development. Prepares budgetary information for safety related projects & assists supervisor/chair of the District Safety Review Team recommending safety improvement projects. Assures accurate & timely updating of computer management information systems as they relate to the delivery of the program (i. e., ELLIS, EIMS) & assures their business rules, policies, & procedures are implemented, used, & maintained as standard business practice in their designated work environments.

Utilizes traffic analysis software programs (e.g., Synchro/SimTraffic, Highway Capacity Software (HCS)) to perform, review, & approve traffic engineering studies. Performs &/or reviews freeway operational studies (including Interchange Modification Studies (IMS), Interchange Justification Studies (IJS), Interchange Operations Studies (10S)) & coordinates with Central Office to obtain approval. Manages complex projects independently (e.g., traffic engineering studies, including village traffic signal applications, no parking zones, city, county & township requests for speed limit revisions, & legal agreements with local governmental officials). Reviews signal warrant analysis for design projects & village signal permits. Provides technical information to callers regarding traffic laws, sign applications, traffic counts & speed limits. Assists reviewing, documenting, & recording District speed zone modifications. Coordinates with Central Office for certified traffic requests, turning movement counts & spot count locations; provides design designation traffic volumes using SHIFT. Performs technical tests & research to transportation studies & prepares reports of findings utilizing a computer & related software (e.g., Microsoft Word, Excel); utilizes State vehicle to conduct field reviews/investigations & attend meetings. Makes recommendations to supervisor on current policies & implementation of regulations. Represents ODOT at conferences & meetings concerning traffic & access management issues, specifications or review of design modifications or construction change orders. Performs tasks/activities or monitors progress of special projects as directed by supervisor. Signs plans & correspondence as a registered professional engineer.

Makes recommendations to supervisor for the disposition of permit applications. Assists in coordination of access management (e.g., reviews permit applications & plans to ensure adherence to current design requirements, criteria & practices). Attends meetings; prepares & maintains correspondence files as a result of meetings with public officials, consultants, utility companies & ODOT officials. Acts as liaison with other agencies to initiate program, scope or schedule projects.

Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering related research (i.e., conducting engineering related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.
