Job Summary
This position works 40 hours per week.
The position allocated to this classification is responsible for the proper and efficient operation and maintenance of County owned and/or serviced satellite Transfer Station facilities and is responsible for the direct and indirect supervision of the day-to-day operations at both sites, supervision of subordinate operators, and other employees assigned to assist in this work, maintenance, and safety programs. This position has direct supervisory functions over Transfer Station employees. This position will prioritize, direct, and evaluate the work of the solid waste staff. Work is performed under the direction of the Regional Solid Waste Manager.
WHO MAY APPLY: This recruitment is open to all Spokane County employees in a position covered by the Public Works Guild and all other applicants meeting the minimum requirements.
TOTAL COMPENSATION: $97,630 - $136,607 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
Examples of Duties
+ Supervises and coordinates daily operations and maintenance of the Transfer Stations in a safe and efficient manner.
+ Develops operational logistics to process and transfer all incoming materials for transport and disposal.
+ Determines work priorities, prepares work schedules and schedules personnel as appropriate.
+ In coordination with Regional Solid Waste Manager, assists with setting performance expectations as needed and conduct performance evaluations to guide the development of employees and provide a record of performance.
+ Forecasts resource needs, materials, supplies as necessary, assists in coordinating operations and maintenance with other departments and agencies as necessary.
+ Oversees safety protocols at Solid Waste Facilities. Develops emergency response plans and monitors safety programs and training programs including safety and proficiency training.
+ Participates in the selection of new employees and provide initial orientation and on-the-job training, Reviews and evaluates work and recommend discipline as necessary.
+ Facilitates compliance with departmental, state, and federal guidelines and policies.
+ Monitor and assess hazardous or unsafe conditions/situations in the workplace. Regularly consults with Risk Management regarding safety program initiatives, Plans and hosts regular safety meetings.
+ Oversee the proper maintenance, repair, and replacement of equipment for Transfer Station Operations. Oversee appropriate contracts and vendors to conduct repairs and maintenance to Transfer Station equipment.
+ Create and maintain a work order system, inventory of spare parts and equipment, and repair/maintenance schedules and records for Transfer Station equipment
+ Procures necessary operation and maintenance supplies, equipment, and utilities.
Respond to complaints, inquiries, and requests for information from other departments, municipalities, consultants, regulatory agencies, and the public in a courteous manner to resolve Transfer Station problems, complaints, and issues and provide information within scope of knowledge and authority.
+ Write technical specifications for service contracts and procurement of materials.
+ Assists in recommending annual budget needs as well as appropriate and cost-effective capital improvements. Controls and monitors expenses to assure fiscal responsibility and cost consciousness.
+ Develops and implements methods, procedures, and goals as necessary to enhance performance, safety, and efficiency of Transfer Station operations and maintenance.
+ Investigates accidents, incidents and nuisance complaints, submits reports and/or takes corrective action.
+ Reviews field inspections and reports and takes corrective action, as needed.
+ Regularly monitor and respond to county email and attend internal and public meetings as assigned.
+ Respond to after-hours emergency calls and dispatch staff or repair vendors as appropriate.
+ May be required to perform duties of lower-level personnel as necessary.

Minimum Requirements
+ Bachelor's Degree in Engineering, Business, Environmental Services, or related; or Associate's Degree with comparable education and work experience preferred, but not required
+ Minimum of 5 years' experience with solid waste operations and maintenance required including 2 years of supervisory experience
+ An equivalent combination of education, training and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the position.
LICENSES AND/OR CERTIFICATIONS+ Possession of a valid Driver's License at time of employment.
+ Transfer Station Management certification required or obtained within 12 months.
+ OSHA HazMat Certification required or obtained within 6 months.
Selection Factors
+ Knowledge of governmental organization, rules, regulations, and process.
+ Knowledge of daily operational functions of a working Transfer Station as well as maintenance requirements of all equipment needed to run the facility in a cost effectible and efficient manner.
+ Knowledge of Solid Waste operations, maintenance procedures, rules and regulations, safety hazards and precautions.
+ Knowledge of heavy equipment operation; Mechanical, electrical, hydraulic equipment.
+ Knowledge of relevant laws, rules, regulations, policies and procedures related to the operation, maintenance, and safety related to the Spokane County Transfer Station operations.
+ Skilled in the use of personal computers and various hardware and software programs, specifically Microsoft Word and Excel.
+ Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
+ Ability to work with a diverse group; develop and maintain close working relationships within the County, Industry, other agencies, private sector organizations and the general public.
+ Ability to be a team member and lead that team by example.
+ Ability to plan, schedule and review the work performance of subordinates in a manner conductive to proficient performance, high morale, and meets critical operational tasks.
+ Ability to make decisions and use good judgment to solve complex problems both mechanical and logical with minimal supervision or direction.
+ Ability to identify a problem, fix it quickly, and mobilize staff and equipment at a moment notice.
+ Ability to effectively supervise employees in the inspection, repair, operation and maintenance of Transfer Station systems.
