DESCRIPTION
Starting salary for this position is: $3,974 (Monthly)
Employees starting at the entry step of this range receive salary step advancement after six months and every 12 months thereafter. If an employee starting at anything higher than the entry step of the range, will have salary step advancement after 12 months and salary step advancement every 12 months thereafter until they reach the top of the salary range. Each salary step advancement will be approximately a 5% increase in salary.

The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Training and Development Professional in the DIST Development Office Division.
JOB SUMMARY
This is a consultant position working with a dynamic, professional team that provides internal client services across the Community Colleges of Spokane (CCS) District. The CCS District is comprised of two main community college campuses, Spokane and Spokane Falls (SCC/SFCC), and several satellite sites.
The Training and Development professional will work under the general supervision of the Chief Culture & Development Officer, overseeing the CCS training and development program and the Equity, Diversity, Inclusion and Anti-Racism (EDI-AR) certification program. The incumbent will need general knowledge of various laws, regulations, CCS policies and procedures and applicable collective bargaining agreements. The ability to act with discretion and confidentiality is essential for this position.
This is an in-training position that allows for growth in the Human Resources Consultant (HRC) series. The series will progress from an HRC 1 to HRC 2 after demonstrated abilities and competencies throughout the HR Office. The position can move to an HRC 3 as defined in the in-training series plan.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
  • Oversee the CCS training and development program by providing the following functions: *
    • Identify training needs through analysis, surveys, leadership requests, and annual policy or procedure updates.
    • Develop training programs to engage learners. Create content and source content from third-party vendors as needed.
    • Communicate with training presenters and act as host for trainings.
    • Research potential guest speakers for specialized training.
    • Plan and maintain the yearly training calendar.
    • Book/schedule rooms and zoom meetings for various training events.
    • Oversee registration process and track training credit.
    • Promote upcoming trainings to CCS employees.
    • Maintain and update CANVAS video library.
    • Ensure training meets current accessibility standards.
  • Oversee the Equity, Diversity, Inclusion and Anti-Racism (EDI-AR) certification program to include: *
    • Curate and maintain an inventory of available EDI-AR training resources.
      • Provide up to date links to available training to staff on the intranet.
      • Provide list of available trainings for public view on CCS website.
        • Track program participation and award distribution.
        • Ensure compliance with Washington State EDI-AR certification goals.
  • Complete specialized projects as assigned by the Chief Culture and Development Officer. *
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *
  • Support the HRO during workload peaks as needed. *

    DESIRED COMPETENCIES
    • Knowledge of state Revised Code of Washington (RCWs) and Washington Administrative Code (WAC) rules and regulations.
    • The ability to apply laws such as the Americans with Disabilities Act (ADA), Title VII, Title IX, disparate treatment/impact, etc.
    • Project management skills to be successful in a fast-paced environment with multiple deadlines and interruptions.
    • Experience with Payroll/Personnel Management Systems (e.g., PeopleSoft).

    MINIMUM QUALIFICATIONS
    • Bachelor's degree in business administration, human resources or related field. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
    • Knowledge of HR principles and best practices.

    DESIRED QUALIFICATIONS
    • One or more years of professional level human resources work experience.
    • Professional in Human Resources certification (PHR/SPHR), Society for Human Resource Management - Certified Professional (SHRM-CP/SHRM-SCP) certification, and/or equivalent certification.
    • Experience in a state agency or higher education environment.
    • Experience working in a union environment.
    • Trained in implicit bias or related practices.

    CONDITIONS/TERMS OF EMPLOYMENT
    TOTAL COMPENSATION WITH BENEFITS: $64,731 - $83,217.
    Total compensation is an estimate based upon adding the following amounts together:
    • Base compensation of $47,688 - $64,092, plus
    • Current employer-paid health and related benefit contribution rates, plus
    • Median retirement fund contributions.

    The actual total will vary depending upon each employee's enrollment choices.
    Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the district to sponsor an H1-B visa. In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.
    Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position. Once an applicant is chosen for a position, they are required to complete and submit a declaration regarding sexual misconduct and investigation per state law.
    PHYSICAL REQUIREMENTS
    • Work is performed in a semi-open office setting with frequent interruptions and background noise.
    • Work is often sedentary.
    • Frequent use of computers.
    • Work directly with staff/clients.
    • Move up to 25 lbs. occasionally.

    CONDITIONS OF EMPLOYMENT
    • Full-time schedule (12-months, 40-hours a week).
    • 6-month probationary period.
    • This position is overtime eligible.
    • Requires local or regional travel.
    • Criminal background check required.
    • This is designated a non-bargaining unit position.
