If this sounds like you, we welcome you to join DNR's Workplace Culture and Development Team as the new Training and Development Technical Strategist. The Training and Development Technical Strategist position reports to the Workplace Culture and Development (WCD) Director, leading strategies for programs designed to grow and develop DNR employees and enhance the agency-wide culture. This position serves as a senior-level analyst on Training and Development of learning systems and WCD technology solutions for WCD programs and the agency at large. They support employees and programs throughout the agency by designing, developing, coordinating, and delivering strategic Training and Development programs that meet the agency's needs and WCD initiatives.
This position provides expertise and strategic recommendations to agency and enterprise leadership as the agency Subject Matter Expert (SME) and manager of the Washington State Learning Center Systems. They manage training data and agency learning center systems, develop standardized processes and procedures for LC Administration, and ensure employee access to learning systems. They also provide consultation, develop strategies, conduct research, formulate recommendations, and implement strategic, unique, and long-range learning activities for programs throughout the agency.
This position provides administrative direction and counsel to users including learners, managers, instructors, and training managers. They develop and implement training standards and consult with employees and leaders on Training and organizational development concerns, and other projects in support of DNR's WCD program. In addition, this position manages, implements changes, and provides strategic oversight of the WCD ticketing system.
Workplace Culture and Development (WCD) Division offers key support to programs designed to grow and develop WA State Department of Natural Resources employees and enhance the agency-wide culture utilizing an equity, diversity, inclusion, and belonging-focused lens to foster safe and respectful workplaces where employees can bring their authentic selves to work.
WCD's cultural and Developmental programs foster employee engagement and leadership development. These concepts work to attract and retain a workforce within DNR representative of the public we serve. WCD initiatives increase inclusion, belonging, and psychological safety, increase productivity, improve communication, and create a climate of innovation.
Duties
Responsibilities:
Training and Development Systems Strategic Analysis and Management
  • Analyze multiple data sets including the LMS, WCD Ticketing system, Fiscal Reports, and other systems design and manage complex reports, providing recommendations and guidance to agency leadership, workgroups, and programs to set strategic goals and address gaps or issues.
  • Plan, coordinate, and evaluate activities associated with assigned contracts; participating in research, evaluation, and negotiation of proposed contractual obligations and agreements; administering assigned contracts.
  • Develop strategies for the use of available resources, defining departmental needs and priorities, long-range planning, and setting goals and objectives.
  • Oversight of technological systems providing standardized processes and procedures and managing all access to and interaction with those systems; producing audits and reporting; assigning deliverables; and holding administrators accountable to system standards.
Learning Center (LMS) and WCD Ticketing System Lead Administrator
  • Serves as Subject Matter Expert and lead DNR administrator for the Learning Center (LC) responsible for tailoring the LC (LMS) to align with the organization and project objectives.
  • Establish and maintain communications with other teams (HRMS & IT, Other Agency HR Staff & DES) to manage the Informatic feed into the Learning Center.
  • Represents the business of the agency at the agency and Enterprise levels and serves on workgroups and/or project teams as a subject matter expert for the Learning Center.
  • Provide Tier 1 and Tier 2 support to maintain a well-functioning and seamless learning environment for all users, regardless of their challenges.
Facilitation of DNR Trainings and Workshops
  • Deliver trainings and workshops that support agency development and growth by utilizing adult learning strategies to provide opportunities for employees to learn, understand, and apply specific principles, techniques, or information.
Design and Develop of DNR eLearning Courses
  • Utilize e-learning course authoring software to produce interactive e-learning training products.
  • In collaboration with the eLearning Design and Training Specialist, subject matter experts and other stakeholders, participate and advise throughout the instructional design process to develop and review course content.
Performs other duties as assigned
  • Engage in ongoing professional development to identify advanced training systems and project management strategies through participation in classes, forums, workshops, and conferences committed to DEIB best practices.

Qualifications
Required Qualifications:
  • Bachelor's degree with emphasis in business administration, public administration Human Resources, Organizational Development, Training, Leadership Development, Behavioral Science, Education, or other related fields AND 2 years of experience conducting research, analyzing, consulting, and leading projects in these areas.
    OR a comparable combination of graduate education and experience.
  • Knowledge of and experience with adult learning principles and instructional design process.
  • Experience managing project requirements, scope, costs, and time; and ensuring they meet quality standards.
  • Professional level experience working with employees and leaders to develop and facilitate training programs designed to connect with audiences from diverse cultures and backgrounds.
  • Experience working collaboratively with employees, managers, and supervisors; creating and maintaining relationships, and building trust and rapport with others.
  • Experience with photo, video, and audio production.
  • Experience Administering a Learning Management System (such as SumTotal LMS) or similar Information Technology systems.
  • Excellent organizational and time management skills; attention to detail.
  • Communicate effectively with individuals and groups from a variety of cultures and backgrounds.
  • Excellent written and oral communication skills, including the ability to effectively convey technical information to non-technical colleagues and clients.
  • Exceptional computer and software skills with the ability to troubleshoot and resolve technical issues quickly.
  • An intermediate or better knowledge of Microsoft products.
  • Excellent organizational and time management skills; attention to detail.

Special Requirements and Conditions of Employment:
  • The position's assigned duty station is the NRB in Olympia, WA with a majority of work available to be done remotely. Work is performed almost exclusively (95%) indoors.
  • The position requires periodic (10%) travel for meetings and trainings; travel may be to regional offices and work centers in remote locations throughout the state.
Desired Qualifications:
  • Experience utilizing eLearning software preferably Articulate 360 software package.
  • Experience utilizing SharePoint to edit internal websites.
  • Experience utilizing Project Management systems.
