Job description

Our Traffic Signal Technician performs technical activities including installing, constructing, maintaining, repairing, and inspecting Traffic Signal and street lighting systems and various other electrical and electronic systems and equipment. Work involves performing daily and annual operations to ensure the success of the city's traffic control device assets. This includes Traffic Signals, streetlights, school zone and crosswalk flashers, and speed radar signs. Work is performed in inclement weather and at night and on holidays or weekends.

  • Maintains, repairs, troubleshoots, and upgrades Traffic Signal equipment, along with school zone flashers, speed signs, RRFBs, LED stop signs, and various beacon equipment.
  • Maintains and repairs street lighting on arterial roads in the city.
  • Operates, troubleshoots, and programs Traffic Signal parameters, implementing timings as directed by city's Traffic Engineer and/or Lead Signal Technician
  • Assists in responding to reports of issues and requests related to equipment that fall under the work of the Traffic Signal workshop.
  • Prepares, maintains, and develops all necessary records of Traffic Signals and equipment malfunctions; repairs, troubleshoots, and conducts preventive maintenance. Adheres to policies and procedures as it applies to Traffic Signal records when repairs, installations, or preventative maintenance is performed
  • Ensures maintenance schedules are adhered to for all electrical and electronic traffic control devices; ensures appropriate inventory records are maintained on all electrical and electronic traffic control devices.
  • Installs, repairs, and maintains underground conduits, energized overhead and underground wiring system, wires, junction boxes, cabinets, switchboards, controllers, and electrical power equipment.
  • Installs and repairs traffic loop. Cleans, repairs and replaces Traffic Signal heads, indications, cabinets and overhead street signs, as required.
  • Troubleshoots and repairs outages and/or malfunction on beacon indication traffic control devices, associated electrical wiring system and streetlight systems.
  • Responds to emergencies involving traffic and pedestrian signals, street lighting, and traffic signs on signal equipment.
  • Locates underground electrical and communication utilities as requested.
  • Maintains and repairs shop electronic test equipment.
  • Assists with the review process for plans, specifications, and systems designed by consultants.
  • Assists with maintaining various types of traffic video and communications systems throughout the city.
  • Assists with installing, maintaining, and repairing new and existing Traffic Signal equipment, including but not limited to controllers, cabinets and associated wiring, signal heads, vehicle loops, vehicle detection amplifiers, emergency pre-empt equipment, video equipment.
  • Assists with designing, building, and maintaining signal specific test equipment.
  • Assists with count analysis, speed studies, travel time and delay studies, gap studies, and Traffic Signal warrant studies.
  • Assists with installing, maintaining, and repairing new and existing street lighting equipment, including but not limited to contactor cabinets, poles, luminaries, and associated wiring.
  • Ensures safety of work sites and crews and ensures compliance with safety rules and regulations.
  • Uses proprietary software for testing and preparation of equipment.
  • Keeps accurate work records; orders supply, parts and materials as directed
  • Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.
  • May be required to attend evening and/or weekend meetings and events based on organizational responsibilities and/or requirements.
MINIMUM QUALIFICATIONS
High school diploma or GED; supplemented by four (4) years of directly related experience;
or an equivalent combination of education, certification, training, and/or experience. Employees must be residents of Washington State.
CERTIFICATIONS AND LICENSES
Must possess the International Municipal Signal Association (I.M.S.A.) Level I and 2 Certification for Traffic Signal Technician.
Possess and maintain a valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.
PREFERRED QUALIFICATIONS
Experience installing, constructing, maintaining, troubleshooting, repairing Traffic signal hardware, and electronic equipment, cameras, solar powered beacon equipment, street lighting, and communication systems.
KNOWLEDGE OF
  • Traffic signals, video, and street lighting systems, and various other electrical and electronic systems and equipment.
  • Troubleshooting, repair, installation, and calibration of electrical and electronic systems including telemetry, lighting, computer control, fiber optics and network.
  • MUTCD, NEC and the Washington State Electrical Code.
  • Multi-meter, specialized electronic equipment, and various construction equipment including bucket truck, forklift, , and various other support equipment.
  • Hazards related to the work including working at heights, exposure to traffic, fumes, and electricity.

SKILLS AND ABILITIES
  • Ability to interpret electronic schematics and symbols, distinguish color coding on electrical wiring, and troubleshoot and repair complex electronic equipment.
  • Ability to read and interpret electrical plans and perform all phases of electrical work.
  • Ability to perform work at height.
  • Ability to use Microsoft Office Suite and applicable department/organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required.
  • Ability to clearly communicate and understand information in English, both orally and in writing, and use professional composition, spelling, grammar, and punctuation.
  • Ability to have a responsive and flexible handling of work assignments and prioritizing work to complete assignments accurately and timely.
  • Ability to maintain a customer service orientation and positive image of the city to the public, courteous and professional approach to exchanging information, and adhere to strict confidentiality requirements.
  • Ability to regularly attend work and arrive punctually for designated work schedule including when working remotely on approved occasions.

PHYSICAL REQUIREMENTS
Depending on functional area of assignment, tasks involve the ability to, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of weight (up to 75 pounds). Tasks involve extended periods of time in traffic and extended periods of time standing and/or walking.
ENVIRONMENTAL REQUIREMENTS
Tasks are regularly performed outside withexposure to adverse environmental conditions (e.g., dirt, fumes, temperature, weather, and noise extremes).
SENSORY REQUIREMENTS
Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally and in writing.
