GENERAL DESCRIPTION

Performs complex (journey-level) systems administration work. Work involves creating, removing and maintaining account permissions and access controls for all the agency's systems and applications. Ensures the accurate authentication and authorization for end-users based on agency policies and procedures, coordinates access management with external state systems, and facilitating and troubleshooting user access issues. Collaborates with information technology teams located at the agency's secure correctional facilities, the agency's Central Office, and other state IT departments.

Works under general supervision, with moderate latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per workweek, be on-call, and travel.

ESSENTIAL FUNCTIONS

Creates, modifies, and disables user accounts for the agency's internal and external systems, applications, and remote access based on submitted and approved access requests. Evaluates access roles, permissions to identify potential conflicts and risks. Coordinates with access requestor, supervisor and/or data owner, as necessary, to resolve issues with the request. (30%)

Conducts periodic audits of accounts and access by creating user access report to ensure compliance with agency policies and procedures. Ensures timely removal or modification of access based upon termination listings, emergency requests and change requests. Escalates any access issues to IT management and/or system owner. (20%)

Monitors access and user provisioning in the applications enterprise wide. Assists customers in identifying and troubleshooting IT system access issues and routinely make decisions to resolve operational concerns and minimize disruption of service. (10%)

Coordinates with internal and external IT groups to provide solutions to access management issues. Provides instruction, problem resolution, and follow-up. May train staff on procedures and problem resolution. (10%)

Creates and/or reviews access reports to research service requests or issues. Provides updated user listings periodically for review or upon request by IT management or systems owners. (5%)

Configures and executes automation routines using scripting and other programming languages. (5%)

Identifies and mitigates risks identified through internal and external audits. (5%)

Assists in the creation and reviewing processes, policies, and standards as they relate to the access and provisioning principles. Provides recommendations to IT management on areas of improvement for efficient and effective account management processes. (5%)

Assists with defining and managing the roles and access privileges of individual network entities users and devices to a variety of applications to prevent unauthorized access. (5%)

Reports any presence or perception of racial, ethnic, and/or gender disparities.

Performs a variety of related duties not listed, to be determined and assigned as needed.

Performs all duties in compliance with agency safety policies and procedures:

  • Reports safety hazards and corrects hazards when possible.
  • Completes required documentation in the event of an accident/injury within requested time frames.

Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

MINIMUM QUALIFICATIONS

Bachelor's degree. Two (2) years of full-time wage earning experience in systems administration; troubleshooting network problems; or installing and maintaining network related equipment and servers.  

OR

High School Diploma or equivalent. Four (4) years of full-time wage earning experience in systems administration; troubleshooting network problems; or installing and maintaining network related equipment and servers. 

Preferred:

  • Bachelor's degree in information technology, computer sciences, computer engineering or other related field.
  • Experience with file share systems, web-based applications, virtual private networks (VPN), Active Directory, Identity and Access Management (IAM), and enterprise resource planning (ERP) systems.
  • Certifications in Microsoft Certified Professional (MCP), Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Solutions Expert (MCSE), Microsoft Certified Solutions Associate (MCSA), or other related certification.
  • Experience using PowerShell
  • Two years of IT customer service experience.

Experience and Education Substitutions:

  • One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
  • Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.
  • Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
  • Pro-rated part-time experience may satisfy the experience requirement.

Note:  Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
