THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.
The agency is located at the George Herbert Walker Bush State Building located in the Capitol Complex at 1801 N. Congress Ave. Austin, TX 78701.
General Description:
Performs complex administrative, consultative, and technical assistance work related to legal services. Work involves coordinating external customer service support, receiving, and responding to student complaints and residency inquiries, supporting the Public Information Coordinator, serving as backup to the Department's legal assistant, and supporting the Department attorneys as needed. Primary duties include receiving and responding to student complaints, residency inquiries, Public Information Act requests, and communicating with the legal team to assess needs. Work is performed under general supervision with moderate latitude for the use of initiative and independent judgment under the direction of an Assistant General Counsel. The ideal candidate will have excellent attention to detail, the willingness to learn new skills, and a passion to further the mission of higher education.
General Duties and Responsibilities:
• Manages the agency's student complaint procedures to comply with the U.S. Department of Education's "Program Integrity" regulations.
• Answers a high volume of inquiries and complaints involving a variety of student matters.
• Maintains customer records and updates databases and other files as needed.
• Assists with the investigation of matters relating to student complaints; and may coordinate and organize agency responses.
• Assists with Public Information Act requests and responses to requests.
• Maintains files to comply with required recordkeeping under the Public Information Act.
• Assists with the preparation and review of contracts, pleadings, motions, briefs, opinions, position statements, proposed legislation, legal memoranda, and other applicable documents.
• Reviews documents for accuracy and completeness; edits written material for grammar, organization, and spelling; and provides other general administrative support.
• Assists the Office of General Counsel in providing legal advice, counsel, and assistance to staff.
• Assists with coordination of meetings, training, and maintenance of Continuing Legal Education registrations.
• May schedule, attend, and record information from Department meetings.
• Assists in procurement and contract development tasks as needed.
• May communicate with agency staff, members of the public, other state agencies, and post-secondary institutions concerning legal issues as directed by the legal team.
• Provides administrative and organizational support for larger projects within the Department.
• May train others.
• Performs related work and special tasks as assigned.
Knowledge, Skills, and Abilities:
• Knowledge of office practices, administrative procedures, and customer service principles and practices.
• Skill in using personal computers, general office software and equipment, databases, Microsoft Office Suite products, and online services and software.
• Knowledge of document management systems.
• Knowledge of business English, grammar, spelling, and punctuation.
• Knowledge of writing fundamentals, including proofreading, and editing documents.
• Skill in review, editing, and analysis of documents.
• Skill in conflict resolution.
• Skill in problem-solving to achieve goals.
• Superb organizational skills and attention to detail.
• Ability to work successfully in both a small team environment and in a self-paced environment.

Qualifications:
Required Minimum Education and Experience:
• Bachelor's degree from an accredited college or university; and
o Minimum five years of customer service experience responding to a high volume of inquiries in an area of service delivery.
i. Experience should include responding to and clarification of external or customer inquiries; researching; and locating and providing external users and/or customers with accurate information.
OR
• Associate degree from an accredited college or university; or
o Minimum seven years of work experience as a senior level assistant that required independent decision-making in an organized manner within a fast-paced environment.
Preferred:
• Paralegal certification from an accredited college or program;
• Bachelor's Degree from an accredited college;
• Five years of full-time work experience in a legal environment;
• Recent work experience in higher education or working in the field of college access, financial aid and/or a related field.
Physical Requirements and/or Working Conditions:
Work is performed in a standard office environment and requires:
• Frequent use of personal computers, copiers, printers, and telephones.
• Frequent sitting.
• Frequently works under deadlines, as a team member, and in direct contact with others.
• If/when working from home, a strong, reliable internet connection and a dedicated workspace are required.
