Summary
This position is in the Operations Emergency Management Division (OEMD), Public Safety and Homeland Security Bureau (PSHSB), Federal Communications Commission (FCC) located in Washington, D.C.

Responsible for conducting surveys, assessments, and investigations of issues relating to telecommunications risk, both independently or as part of a larger group of FCC and interagency stakeholders. Conducts outreach to and interfaces with senior and mid-level interagency staff and may serve as the senior FCC representative and subject matter expert in meetings concerning the relationship between telecommunications and national security, homeland defense, and public safety. Performs research and investigative analysis in areas covering the entirety of the FCC statutory purview relating to national security and homeland defense, and leverages a variety of technological methodologies, systems, tools, and information to identify and raise awareness through the development of reports and products about potential or existing communications risks. Demonstrates expertise in and advises OEMD leadership on varying modes of cellular signal encoding, such as CDMA, FDMA, TDMA, as well as frequency transmission and types, such as simplex and multiplex methodologies.
Performs analysis to discover the source and cause of anomalies and incidents discovered identified in the course of his/her duties. The incumbent's analysis of reported incidents will form the basis for decision-making in ongoing proceedings in PSHSB and the Commission. Responsible for operating and maintaining technical equipment used by the OEMD to assess for, identify, and manage communications risks. Incumbent investigates and explores new uses for existing equipment and identifies and assists with procuring other equipment and methodologies to fill operational gaps. Incumbent partners with and supports Commission engineering teams to test equipment submitted for FCC authorization to identify potential vulnerabilities. Represents the Commission while performing the relevant functions supporting Federal and state activities relating to National Special Security Events (NSSEs) and Security Event Assessment Rating (SEAR) events.
Coordinates with FCC legal staff to develop logical and lawful operational and policy responses to manage communications risks.

Specialized Experience
GS-14 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 level in the Federal service. For this position, specialized experience includes the following:
Experience performing major duties in support of national security and/or risk management activities; experience applying policies, procedures and technical requirements relating to national security and intelligence management; experience establishing and maintaining effective working relationships with national security, intelligence community, and law enforcement, officials from Federal, state, local government and the private sectors and providing guidance on national security communications risk issues.
You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
Knowledge of planning, directing, and managing activities related to national security and intelligence information management.
Ability to communicate orally on issues related to national security and intelligence operations.
Ability to develop and implement policies and regulations related to national security and intelligence information management.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Undergraduate and Graduate Education: Major study electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
OR
Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
As this position is being advertised under DEU and Merit Promotion hiring procedures, applicants will be rated on the extent and quality of experience and education relevant to the duties of the position using the hiring procedures outlined below.
How You Will Be Evaluated-DEU Hiring Procedures
The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS.
All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:
1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;
2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and
3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.
Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligible who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Qualified disabled veterans (30% disabled veterans and at least 10% disabled veterans) who meet the qualification criteria float to the top of the Highly Qualified category and by law must be referred over non-veterans. Non-veterans are strictly prohibited from being referred or selected over qualified disabled veterans.

Merit Promotion Procedures

Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 in order to be deemed as BEST QUALIFIED. Candidates who ask to be considered non-competitively only have to receive a score of 70.
