The City of Richmond Department of Information Technology is seeking to fill two (2) Technology Engineer/Administrators - Applications positions. Incumbents perform work as a technology engineers or systems operations administrators and are considered designated subject matter experts. Incumbents perform skilled assessment and troubleshooting of user issues, and solve computer, application, and network issues.
Duties include but are not limited to
- Configuring and troubleshooting
- Completing tickets in focus area
- Researching and resolving issues
- Conducting various project and program maintenance and updates
- Ensuring program requirements are met
- Preparing, developing, and maintaining necessary documentation and reports; presenting information as necessary; attending and providing input/advice at meetings as necessary
- Providing support in area of focus to users as necessary
- Serving as a technical expert in situations where customers seek platform guidance
- Collaborating with internal and external customers and resources
- Contributing and support multiple concurrent projects
- Contributing towards the installation, configuration, and troubleshooting of all networking systems whether new or legacy
- Providing status reports and project updates as required to leadership
- Conducting strategy meetings and "white boarding" sessions to facilitate solutions
- Developing trend analysis and reporting documentation geared towards remediation efforts.
- Providing technical support and analyses either in-person or remotely
- Managing and completing tasks assigned, in response to various requests including help desk calls; repairs equipment, hardware, and software; processing purchase requests; communicating to users and logs all resolutions
- Researching, deploying, diagnosing, and troubleshooting issues
- resolving or assigning to the next level if needed
- Monitoring network production environment; using tools to monitor network status
- Providing day-to-day operations for desktop Technician/automation tasks
- Troubleshooting, repairing, and completing preventive maintenance of all business PCs, servers, printers, and Mobile Device Management - MDM
- Updating and maintaining the SOPs to support desktop Technician/automation
- Providing timely service and resolution of service requests and incidents in accordance with the SLAs
- Building, imaging, updating, maintaining, and securing enterprise endpoints
- Ensuring all baseline configurations across endpoints are done securely with Security Technical Implementation Guides compliance in accordance with city mandates
- Ensuring appropriate testing of desktop packages is completed prior to deployment
- Troubleshooting and make recommendations for remediation of security or functionality issues in the desktop image
- Performing patches in accordance with city authorized timelines
- Coordinating resolution of desktop incidents and issuing to the appropriate Desktop Support team (e.g., Helpdesk, Data Center Operations, etc.)
- Ensuring all service requests and issues are tracked and documented
- Recommending and implementing technology, knowledge management, and processes that improve the effectiveness of desktop engineering/automation
- Identifying problematic trends and patterns and recommending solutions
- Documenting desktop system configuration, network configuration, and inventory of software to be supported
- Providing training and knowledge transfer as required
- Researching, evaluating, and recommending hardware and software products based upon factors such as current trends and developments in technology cost effectiveness, existing capacity, and integration with the desired environment.
Incumbents serves as an Essential employee, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather
The incumbent in this position is required to serve on-call 24 hours/7 days a week to provide leadership for the support and resolution of problems for critical systems and applications within the assigned City of Richmond portfolio.
Qualifications, Special Certifications and Licenses
QUALIFICATIONS, SPECIAL CERTIFICATIONS AND LICENSES
- Considerable knowledge in area of focus such as Ethernet, Cisco network, wireless network, backup and disaster recovery management, IT architecture, telephony knowledge, TOGAF, BICSI wiring standards, and IT infrastructure library

MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in computer science or related field
- Two years of journey-level professional systems and network engineering experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:

PREFERRED TRAINING AND EXPERIENCE:
- The ideal candidate will have knowledge of Windows Operating Systems, and Microsoft office products as well as excellent troubleshooting and performance analysis skills while working with varying audiences from highly technical engineers, to developers and architects.
- Technical writing skills; create technical content including Knowledge Base articles, white papers, training documents. Must be able to demonstrate aptitude for providing exceptional customer service.
- The preferred candidate will have a minimum of desktop support experience, advance experience working with Windows 7, 8.1, and 10 images.
Familiarity with following:
- Standardized Change Control Process
- Performing end user training
- Developing training documentation for hands-on tasks
- Conducting strategic evaluations for new initiative.
