Obsidian Solutions Group (OSG) is seeking a Technical Design Review Specialist to support the Bureau of Diplomatic Security (DS) is the security and law enforcement arm of the U.S. Department of State (the Department). DS is a world leader in international investigations, threat analysis, cyber security, counterterrorism, security technology, and protection of people, property, and information. Its primary mission is to provide a safe and secure environment for the conduct of U.S. foreign policy. The Office of Security Technology (ST) supports the DS mission through the application and use of appropriate security measures.ST) supports the DS mission through the application and use of appropriate technical security countermeasures.
Requirements:- Review designs to ensure that proper standards have been planned to eliminate any emanation vulnerabilities for New Embassy Compounds (NECs), New Office Buildings (NOBs), and major renovations.
- Works with Bureau of Overseas Building Operations and outside agencies to resolve design issues.
- Provides technical reports to senior government officials that highlight possible security vulnerabilities and make appropriate recommendations to mitigate risk.
- Supports the Certification Accreditation and Transit (CAT) Branch and Bureau of Overseas Building Operations with resolving questions from post and occasionally by performing on-site reviews.
- Participates on accreditation teams to assist the Diplomatic Security Bureau’s Accreditation Officer with inspection of Controlled Access Area (CAA) spaces for compliance with applicable standards at NECs worldwide.
- Occasionally, participates on project teams to further develop technical security standards, especially those relating to Overseas Security Policy Board (OSPB) standards.
Qualifications
- Must have a current U.S. Government final TOP SECRET Personnel Security Clearance and be able to qualify for SCI access.
- Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.
- Three (3) years of experience in construction, maintenance, and facility management is required.
- Must have a Bachelor’s degree in construction management or engineering; or certification as an electrical tradesman or in a similar area of study: or have an appropriate combination of education and experience.
- Must be able to understand and interpret building codes, blueprints and specifications, foreign and domestic construction methods, and other construction documents.
- Must be able to understand and explain Intelligence Community standards, Overseas Security Policy Board (OSPB) technical and physical security standards, and agency regulations.
- Must be able to interact with groups and individuals outside own organization and/or agency. Must be able to participate in interagency working groups.
- Must be able to communicate with coworkers and senior managers in written, electronic, and verbal formats.
- Must possess strong technical and report writing skills.
- Must be proficient with Microsoft Office Suite, including Word, Excel, Access, and Outlook. Must demonstrate a good attitude and the ability to work as a member of a team.
- Must be self-motivated and able to work effectively with minimal supervision.
- Must have a strong attention for detail and be able to multi-task efficiently and work in a fast-paced environment on multiple projects.
- Knowledge of acoustics and radio frequency fundamentals is desired, but not required.
Travel
- Will be required to travel OCONUS to conduct installation, training or maintenance at diplomatic facilities. OCONUS travel may include critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination.
