WHO ARE WE
The Texas Department of Agriculture's Food and Nutrition Division administers 12 federal child and special nutrition and more than $2.5 billion in federal money annually used to fund the programs for the State of Texas.
WHAT YOU’LL DO
The Data Analyst works in the Program Advancement Team refining data sets and performing moderately complex data analysis, data reporting, and data research work. You will define, analyze and maintain data to report program activity; perform quality assurance and serve as a subject matter expert on data integrity, extraction and compilation. You will implement projects that enhance data usage, data standards, and data literacy. You will work under general supervision with limited latitude for the use of initiative and independent judgment.
PRIMARY RESPONSIBILITIES
Compile, manipulate and/or query data reports to create precise data sets using standard evaluation tools, methods, and techniques.
Interpret, analyze, and present data results including synthesizing and summarizing quantitative and qualitative information related to data for executive summaries and other reports.
Consult with internal and external customers to identify and translate user needs and validate data requirements.
Create, enhance, and maintain publicly posted program information, data, metadata and/or maps for the division.
Conduct quality assurance and assist with developing data quality measures and quality control practices. Recommend and implement necessary changes to ensure accurate data reporting.
Analyze data content, structure, relationships, and research to identify data gaps, errors, anomalies, inconsistencies, and redundancies, collaborating with division staff as needed.
Coordinate the development of data definition standards, usage guidelines and procedures for data management tools used by the division.
Assist in the development of performance metrics and evaluation criteria as requested by management.
Provide technical assistance and training within the division to enhance the use and understanding of data.
Develop tools and reports for internal customers, such as SQL queries, Excel-based tools, maps and dashboards, as assigned.
Assist with LBB performance measure reporting for the division; review the quantitative elements of performance measure accuracy and recommend improvements.
Assist in the development and maintenance of a data governance program; recommend and implement data governance projects.
Serve as a liaison between business and program areas to ensure that data governance activities are understood and implemented.
Follow all TDA policies and procedures.
Perform other duties as assigned.
QUALIFICATIONS/REQUIREMENTS FOR THE POSITION:
Bachelor’s degree with major course work in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, or economics.
Three (3) years of work experience in a data analytics role or related.
Experience with MS Excel and/or data analytics software or related.
PREFERRED:
Work experience with SQL and Smartsheet.
Substitution: A Master’s degree with major course work in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics or economics may substitute 2 years of required work experience.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings; of record keeping, including security procedures for handling, protecting, and distributing confidential data; and of data models, database design development, data mining, and segmentation techniques.
Skill in the use of a computer and applicable software; in conducting data searches; in evaluating and translating large amounts of data; in critical thinking; providing customer service excellence to both internal and external customers; and in analyzing problems and devising effective solutions.
Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; to communicate effectively, both orally and in writing; and to exercise sound judgement and discretion.
PHYSICAL REQUIREMENTS & WORKING CONDITIONS
This position will work in a normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 5%*), occasionally overnight.
TELEWORK & WORK HOURS
TDA has a telework policy that will allow eligible positions to telework up to two (2) days per week after completing six (6) months of employment with the agency. The employee must meet eligibility criteria set forth in the Telework Policy.
