BRIEF POSTING DESCRIPTION:
The M ES EMS/SCADA Department of the P OPERATIONAL TECHNOLOGY Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional)
JOB FUNCTION:
Provides specialized expertise, skills and technical support for the operation and on-going assessment, support, improvement and extension of the capabilities of the Supervisory Control and Data Acquisition (SCADA)/Energy Management System (EMS). Required to ensure adequate support in meeting corporate goals in service reliability, availability, and system efficiency (heat rate). Identifies, designs, implements, tests and integrates software which enhances and supports the needs of the EMS and its users. Responsible for planning, coordinating, installing, maintaining, optimizing, and enhancing the data communication (secure EMS network) and corporate telecommunication networks and security interfaces.
ESSENTIAL FUNCTIONS:

  • Maintains operating system, application software, modeling and full graphic displays, application code and databases for the SCADA/EMS system. Provides 24x7 support to Electric System Operations personnel in the safe and timely operation of the Transmission, Distribution and Generation control systems. Maintains both the Primary and Back Up EMS systems.
  • Performs LAN administrator functions and plans, researches and directs the installation, configuration, maintenance, operation and optimization of the data communication and telecommunication networks. Also supports the CADD Administrator, Computer Systems Administrator and Computer and Information Services Supervisor in maintaining an overall team to backup each other in their specific specialty area.
  • Assists the Technical Division personnel in the isolation, identification and resolution of problems with the SCADA/EMS hardware, helping to develop specialized test software and procedures as indicated. Establishes and administers contracts for hardware maintenance support.
  • Provides technological expertise, support and training to the System Engineers and Technicians in their development of SCADA/EMS applications.
  • Performs hardware, operating system and software product installation, updates and integration into the SCADA/EMS.
  • Investigates and evaluates technological advances in computer architecture, hardware and software, proposes necessary improvements to insure SCADA/EMS availability, reliability and cost effectiveness. Assist in the procurement process of new systems and equipment (development of specifications, bid packages, evaluation of bids, and selection).
  • Makes database and display changes whenever applicable transmission, distribution, or substation system changes are made. Support testing of any changes.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:
Knowledge Requirements
  • Knowledge of advanced computer science concepts, normally acquired through college level courses and 5 or more years of experience in the same or similar field.
  • Familiar with the SCADA/EMS applications and operating systems. Adept at evaluating and configuring computer systems and networks. Familiar with a broad range of computer peripherals and interfaces. Intimately acquainted with the very extensive and very complex SCADA/EMS software and data base environment, and be able to function as an end-user help service, with additional responsibilities for problem identification and correction and new program implementation.
  • Proficient in Windows 2003 Enterprise server operating systems on x86 and EM64T platforms as well as networking systems used in the SCADA/EMS environment. Knowledge and proven track record in interpreting, developing, debugging, developing and deploying applications in PERL, C, C++, FORTRAN using the Microsoft Visual Studio .NET integrated development environment. Demonstrated skills in application source code control and change management using Microsoft Visual Source Safe tools.
  • Knowledge of SCADA/EMS application software developed by the AREVA (Formerly known as CEGELEC/ESCA or ALSTOM/ESCA) Corporation.
  • Demonstrated knowledge of RTU protocols & configurations including L&G 8979 & DNP3.0.Knowledge of Wonder-ware and MODBUS/MODBUS+ is desirable.

  • Excellent written, oral, and presentation skills.

Experience Requirements
  • Wide-ranging familiarity with the hardware peripherals and interfaces available for the IBM family of servers and Microsoft operating systems, and a strong fundamental understanding of hardware issues faced in support of the SCADA/EMS.
  • Multiple (4-8) years experience developing and/or supporting SCADA/EMS hardware, software, and database systems. The ability to isolate, identify and resolve problems quickly; identify needs and design and implement new programs or modifications extending the functions of the SCADA/EMS; modify and expand the data base, and develop interactive displays.
  • Several (3-5) years experience with data and telecommunications hardware and network installation, administration, and troubleshooting.
