Systems Engineer (C4I)

TAMARACK Technologies is seeking a highly qualified Systems Engineer with specialized experience and focus within Command, Control, Communications, Computers, Intelligence (C4I) domain, and working on, and supporting Systems Engineering–Integrated Product Teams (SE–IPTs). Our ideal candidate will have current, recent, and/or serving in a primary role in Systems Engineering, analyzing and developing plans and designs for C4I systems capabilities.  Experience with the Department of Defense (DoD) is highly desired.

Naval Information Warfare Center (NIWC) Pacific.

Location:

Remote (Distributed Workforce) – Honolulu local area preferred, but not required; must be able to support Hawaii Standard Time (HST) core business hours.  May require travel.

Position Description:

The C4I Systems of Systems Engineer will directly support the C4I engineering and integration services in support Marine Corps Installations Command (MCICOM) Defense Policy Review Initiative (DPRI) Military Construction (MILCON) Program on Guam.  The ideal candidate will be required to provide technical and program expertise to document, develop, and analyze hardware C4I requirements and design elements, including the coordination and tracking for Fleet Readiness Control Board (FRCB) approval.

Minimum Experience & Education Requirements: All Requirements must be clearly annotated on resume.  Experience must be shown in work history and directly related to a Systems Engineering role.

• Current Secret clearance.
• Bachelor’s degree from an accredited college or university, or equivalent combination of education & training relevant to task order tasking;
• Five (5) years of experience in the planning, design, installation and integration of complex electronics systems; Note: Resume should specifically identify the types of systems.
• Five (5) years of experience in the integration and installation of complex information systems, digital data systems, communication systems, configuration management and control systems, computer systems and related subsystems; Note: Resume should specify the types of systems.
• Position requires competence in all phases of DoD C4ISR technology, design, and engineering.
• Two (2) years of experience with DoD design, or installation projects; Note: Identify specific DoD projects on resume.

Duties and Responsibilities:

• Provides DPRI C4/IT technical guidance and program support for assigned MILCON & MAMIZU projects and programmatic planning at DPRI through to C4/IT installation;
• Monitor status of projects, prepares milestone status reports, and presents status to program managers and client staff.
• Assist in creating, updating, and maintaining programmatic technical documentation;
• Review product deliverables for technical accuracy and provide assessment to DPRI C4I Program Manager;
• Identify, gather, analyze, translate, derive, report, trace, and distribute operational, functional, management, and technical requirements derived from site surveys, market research, interviews, analysis of government regulations, and maintenance of requirements traceability matrices within a Requirements Analysis Document (RAD), requirements traceability matrix, or other requested documents, as needed
• Identify C4I MILCON infrastructure requirements to support the RAD, to include ensuring cable infrastructure design meets project requirements for performance, growth, and scalability. C4I systems include Electronic Security Systems, Audio Visual/Video Teleconferencing Systems, Infrastructure, Networking and Telephony
• Review and validate technical Requests for Information (RFI) and route to C4I Planner, as required;
• Assist the Program Technical Manager in developing Program strategies, objectives, and priorities to assist in the production of the Program Master Plan;
• Assist in developing project execution efficiencies for the Program Master Plan;
• Identify program deficiencies and provide recommended solutions and guidance;
• Assist in developing MILCON planning documents, such as the Activity-Level DD Form 1391 MILCON Project Data and Basic Facility Requirement (BFR);
• Assists Program Technical Manager in developing USMC Pacific Division (PD) mid-year review briefs and artifacts;
• Update C4IT Typologies Package annually, or as required;
• Support all DPRI and NAVFAC PAC led facility planning, design, and installation meetings/workshops.
• Participate in C4/IT execution agent design reviews and milestones events to provide DPRI program-level validation.

Qualifications:

• NO convictions of a crime or domestic violence IAW Title 18, U.S.C., Section 922 (g).
• Can provide proof of citizenship using the I-9 form and supporting documentation.
• Strong verbal and written communication, computer, analytical, and interpersonal skills.
• Capable of producing clear, concise, and detailed documentation.
• Ability to quickly and accurately execute all steps in a problem-solving process.
