SUMMARY DESCRIPTION
Under supervision (Systems Engineer I) or general supervision (Systems Engineer II), manage On-premise and cloud based operating systems, servers, software applications, complex compute, storage, network infrastructure, and telecommunications services; analyze, plan, install, evaluate, monitor, test and maintain systems, hardware, software and services; provide direction and guidance to other staff as needed; work on City controlled systems; and to perform other related duties as required.
DISTINGUISHING CHARACTERISITCS
Systems Engineer I
The Systems Engineer I is the professional-level class in this series. This position performs a variety of analytical/technical duties that are characterized by the presence of general guidelines from which to make decisions. Incumbents work with complex and highly sophisticated On-premise and cloud based operating systems, servers, software applications, complex compute, storage, network infrastructure, and telecommunications services. Positions in this class are flexibly staffed.
Systems Engineer II
The Systems Engineer II is the senior-level class in this series. This position performs a variety of analytical/technical duties and requires an in-depth expert knowledge in on-premise and cloud based operating systems, servers, software applications, complex compute, storage, network infrastructure, and telecommunications services. Generally, some duties may provide guidance and direction to other staff members as needed.

Information Technology Manager or designee.

Examples of Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  1. Perform and assist with planning, installing, documenting, evaluating, monitoring, testing, securing, maintaining, establishing standards and technical procedures with On-premise and cloud based Operating Systems, servers, software applications, complex compute, storage, network infrastructure, and telecommunications services.
  2. Design, engineer, and participate in installations, configuration, and maintaining cyber security posture for On-premise and cloud based Operating Systems, servers, software applications, complex compute, storage, network infrastructure, and telecommunications services.
  3. Develop system requirements, functional requirements, and technical specifications for On-premise and cloud based Operating Systems, servers, software applications, complex compute, storage, network infrastructure, and telecommunications services.
  4. Assist with the development and implementation of project plans; evaluate projects, estimate costs and ensure billing procedures and costs are correct, and submitted in a timely manner; and prepare budget recommendations for supervisor review.
  5. Develop, review, and craft RFI's, RFP'S, bids, administrative reports for software applications, complex compute, storage, network infrastructure, cloud services, telecommunications services, managed service providers agreements and other technology services.
  6. Assist department management, internal customers, and information technology professionals to define automated solutions to business problems with technology solutions.
  7. Provide direction or technical guidance; provide technical response and support for key and critical systems and infrastructure after normal business hours, and on weekends and holidays.
  8. Utilize current and emerging server, networking, communications and operating system technologies and keep current and aware of modern information technology capabilities, solutions, security standards and processes.
  9. Maintain mobile devices, computers, printers, physical security systems, and network infrastructure.
  10. Lead staff, customers, and vendors in the planning, training, installing, configuring of On-premise and cloud based Operating Systems, servers, software applications, complex compute, storage, network infrastructure, and telecommunications services.
  11. Coordinate, partner, and build a strong business relationships with peer organizations to design, engineer, and maintain complex technology solutions to meet customers' demands.
  12. ArcGIS administration in coordination with GIS Division.
  13. Perform related duties as required.

Typical Qualifications
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
Implementation, troubleshoot, and design of voice, video, and data networks.
Network infrastructure technologies such as switching, routing, firewalls, and wireless.
Network capacity planning, network security principles and network management best practices.
Outside plant fiber optics standards, equipment and safety procedures.
Operating systems: Microsoft Windows, Unix/Linux.
On-premise data center infrastructure.
Server technology such as virtualization, backups, Active Directory, DNS, IIS, Exchange, SQL, SCCM/WSUS, Certificate Authority/PKI, MFA, and automated OS deployment.
Storage technology such as Fibre Channel, iSCSI, CIFS, NFS.
Physical security systems.
Encryption standards such as SSL/TLS, AES, 802.1x, FIPS-140-2.
Video streaming, broadcasting, and audio/video automation technology.
SQL Database principles, practices, and administration.
Modern office equipment including the use of applicable computer applications.
Principles and practices of effective customer service.
Applicable Information Technology regulatory compliance mandates.
English usage, spelling, grammar, and punctuation.
Principles and practices of server hardware troubleshooting experience.
Principles and practices of GIS Concepts.
Ability to:
Organize work, establish priorities, meet deadlines, and follow verbal/written instructions.
Work well in a team environment as well as independently.
Work with, control, and maintain sensitive, confidential information according to legal standards and/or City regulations as required.
Analyze complex procedures and instructions, develop logical solutions and alternatives to problems.

Prepare and present oral and written reports effectively.
Stay abreast of new IT technology, tools and methods to support and develop business applications;
Carry out server, networking, communication, telecommunications projects from analysis through decommissioning of systems and services.
Communicate clearly and concisely, both orally and in writing to technical and non-technical persons.
Develop project plans and perform project management including identifying project tasks, scope, team building, resource allocations, scheduling/timelines, communicating deliverables/results, and communicating the business administration principles and organization techniques.
Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines -
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Systems Engineer I
Education/Training:
Completion of an Associate's degree with major course work in computer science, business information systems, public administration, or a related field, or a professionally recognized computer systems certification recognized by the City of Merced.
Experience:
Two years of experience performing work with On-premise and cloud based Operating Systems, servers, software applications, complex compute, storage, network infrastructure, and telecommunications services.
License or Certificate:
Possession of an appropriate California Driver License.
Special Requirements:
Ability to pass a P.O.S.T. level background investigation.
Systems Engineer II
Education/Training:
A Bachelor's degree with major course work in computer science, business information systems, public administration, or a related field, or two professionally recognized computer systems certifications recognized by the City of Merced.
Experience:
Four years of experience with increasing reasonability levels performing work with On-premise and cloud based Operating Systems, servers, software applications, complex compute, storage, network infrastructure, telecommunications services, including technological project management.
License or Certificate:
Possession of an appropriate California Driver License.
Special Requirements:
Ability to pass a P.O.S.T. level background investigation.
