Join ICES, Inc. on a contract impacting national security as a Systems Administrator - JIRA Consultant. This position is located in the Washington D.C. - Metro Area. The candidate must have a US Citizenship and an active/current TS/SCI security clearance and be willing and able to pass an additional polygraph as needed.
As a Systems Administrator - JIRA Consultant, specific responsibilities include, but are not limited to:
Duties:
- Supervise and manages the daily activities of configuration and operation of business systems that may be mainframe, mini, or client/server based.
- Optimize system operation and resource utilization, and performs system capacity analysis and planning.
- Provide assistance to users in accessing and using business systems.
- Implement standardized JIRA and Confluence processes, along with coordinating and implementing them within the Agile work flows.
- Manage business processes associated with existing software development contracts and contractors while ensuring the team members are aware of proper procedures for records management and identification of process gaps that need attention and/or correction.
- Ensure that each record has all fields completed, in line with policy and procedures.
- Track suspense's for corrective action and follow through with Government notification of any delinquent actions when necessary.
- Ensure software developers comply with Government record creation and management policies for all entries in JIRA and Confluence. This includes correct: documentation of Scope, Descriptions, Acceptance Criteria, Record Titles, Start and Finish Dates, Record Types (Solution Epic LBC, Solution Epic MVPf, Program Epic MVPf, or Feature), and Capability Descriptions. Contractor shall ensure all work is recorded in JIRA and/or Confluence.
- Ensure integration of JIRA and Confluence and any other Government provided software to conduct Release Train Management and to visualize status at various levels.
- Orchestrate workflow(s) of various software development efforts, maintain records in JIRA and Confluence at the enterprise level for all projects, and synchronize with other Agency's programs.
- Work at the IPA-level using expertise in JIRA and Confluence for data entry and record keeping. Support IPA in enforcing Government policy and procedures in their respective release trains to ensure accurate work-related record keeping.
- Work with RTM Teams to educate them on proper use of JIRA and Confluence and how to establish and maintain linkages between taxonomy levels within JIRA.
- Manage and schedules all transfers of JIRA data from Release Train low side JIRA instances to high side JIRA. Ensures all transfers preserve data and linkages accurately.
- Monitor progress of each facet or feature of work and ensures completion dates and all status entries are always up to date and well maintained.
- Work at the Management Team level and provides guidance, direction and support to the Release Management Team.
- Active TS/ SCI Security Clearance.
- Bachelor's degree plus 9 years of experience, or Masters plus 5 years of experience in Government Program and Information Technology Management or a related field. No degree with 15 years of relevant experience.
- Experience in JIRA/Confluence tracking tools.
- Experience in Tableau.
- Experience in leading team-tasks for modifying complex applications programs from specifications and Discrepancy Reports.
- Experience in NSG Tasking, Processing, Exploitation and Dissemination (TPED) mission and the systems that enable that mission.
