Position Summary
The System Engineer I supports the organization’s mission, vision, and values by performing communications signals intelligence analysis in correctional facilities to effectively support cellular interdiction services offered by ShawnTech. In this role, you will participate as a member of the Cellular Interdiction team and will participate in the coordination, support, and planning activities for cellular interdiction and mobile assessments performed at various correctional facilities. The primary goal and objective for the System Engineer I is to work closely with analyst teams to coordinate with appropriate agencies/units to provide input and recommendations on the refinement and tailoring of collection requirements.
Key Responsibilities and Essential Duties
- Conduct site surveys for cellular interdiction in correctional facilities.
- Analyze commercial cellular networks around the facilities to design or optimize systems to combat the contraband cellular devices inside the perimeter. Systems consist of either fixed permanent installations or mobile assessment solutions.
- Conduct covert mobile assessments of contraband cellular devices at correctional facilities.
- Organize intercepted messages and isolate valid intelligence.
- Identifying the target and operational patterns
- Maintain analytical working aids and databases.
- Prepare technical and tactical intelligence reports.
- Provide support for carrier spectrum sub-licensing and FCC filings.
- Other duties may be assigned as required to meet corporate goals.
Experience, Skills, Education and Certification / Licensure Requirements
- Minimum 5 (five) years SIGINT experience with specialized training from any intelligence collection and analysis school or certification from any of the Service Cryptologic Components. Military experience preferred.
- Must be able to obtain and maintain clearances as necessary.
- Must have completed the Technician & Engineer certification process.
- Must be able to work independently and in a team setting in isolated work environments.
- Must understand and have a working knowledge of system topology and air interface parameters for 2G-4G technologies (GSM/GPRS, EDGE, CDMA2000, UMTS, LTE)
- Working knowledge of PCs, network hardware, operating systems, and software and network communication protocols including TCP/IP.
- Experience using benchtop RF equipment and/or military SIGINT cellular collection equipment.
- Must have knowledge of Microsoft Office products including Word, Excel, and Microsoft Teams.
- Ability to diagnose and resolve complex communication problems.

Working Conditions
Our organization provides services to correctional facilities across the United States. This position will require you to travel 50% to 60% of the time to the onsite resources. Working conditions vary depending on location and facility. Some outside work is required. Conducting Cellular Interdiction and Analysis requires working non-standard hours when on location.
