The City of Riverside is currently accepting applications for the position ofSustainability Manager* (Non-Classified**)to fill one (1) vacancy in the Office of Sustainability.
The City of Riverside is committed to becoming a more sustainable city as provided in the Envision Riverside 2025 Strategic Plan. This position will champion proactive and equitable climate solutions based in science to ensure clean air, safe water, a vibrant natural world, and a resilient green economy for current and future generations.
Under the general direction of the Assistant City Manager/Chief Sustainability Officer, the Sustainability Manager will strategically plan, direct, develop and manage the execution of complex projects and programs related to City-wide initiatives and services related to sustainability; lead projects/programs requiring multi-agency coordination efforts and partnerships.
The Sustainability Manager will play a critical role in the development, implementation and monitoring of several transformative efforts underway in 2024 including a Climate Action and Adaption Plan, Zero Emission Vehicle Transition Plan, capital projects like the LEED Gold Museum expansion, the Northside Ag Innovation Center, Citywide Tree Inventory, organic waste diversion program, co-digestion project, Eastside Climate Collaborative Transformative Climate Community project and many more. The Sustainability Manager will also collaborate and support all City efforts advancing sustainability and environmental stewardship. The Sustainability Manager will serve as a champion of fiscal responsibility leveraging existing funds through the aggressive pursuit of external grants, collaborative partnerships and sponsorships. The City of Riverside's extraordinary efforts in sustainability has contributed to the City receiving awards for its green fleet, local food system program, waste to energy co-digestion, complete streets, community engagement, climate action plan and, after a statewide competition, was selected for the Southern California Headquarters of the California Air Resources Board, which is the largest LEED Platinum Net Zero building on the planet. The City's sustainability efforts began in 2005 with the creation of a Clean and Green Taskforce, 2007 Sustainability Policy Statement, its first LEED certified building in 2010, a subregional Climate Action Plan in 2014, and the City's first Climate Action Plan in January 2016.
The Envision Riverside 2025 Strategic Plan, approved by the City Council in 2020, established the City's map for desired outcomes in Sustainability including the Environmental Stewardship strategic priority, which includes six goals: a zero-carbon electric grid, management of water resources, healthy air quality, waste reduction, natural land management and community-wide carbon neutrality by 2040. The City Council approved an Office of Sustainability (2020) within the City Manager's Office with a core of existing staff and, more recently, approved the addition of two full-time personnel.
The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
* Sustainability Manager is a working title. Job classification is Principal Project Manager (Non-Classified).
** This position is designated as Non-Classified and is exempt from the classified service. The Incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager.
Specific duties may include, but are not limited to, the following:- Manage the City's Climate Action and Adaption Plan, Climate Vulnerability Assessment, Greenhouse Gas Inventory and Sustainability Plan.
- Identify opportunities to support and align City programs/projects with Envision Riverside 2025 Strategic Plan Sustainability objectives and Environmental Stewardship goals.
- Assist in leading the sustainability program and/or project and policy implementation as directed by the City Council or upper management on various sustainability issues (e.g., renewable energy, water and air quality, climate adaptation, waste and organic waste diversion, parks and open space, trees, environmental justice, local food system, green economy and green business certification, urban ecology, biodiversity).
- Analyze financial studies related to sustainability efforts.
- Represent the Office of Sustainability (e.g., in various meetings, workshops and conferences) for internal and external stakeholders.
- Provide support for sustainability efforts led by home departments including Zero Emission Vehicle Transition Plan, Hazard Mitigation Plan, Citywide Tree Inventory, Habitat Conservation Plans, and other related projects.
- Identify, apply for, manage and support grants related to sustainability.
- Supervise, train, mentor and evaluate analysts, interns, fellows and other staff assigned to Office of Sustainability.
- Lead strategic planning, community engagement and policy development processes.
Other general duties may include, but are not limited to, the following:
- Manage, coordinate, implement, monitor and evaluate complex programs and projects.
- Establish program or project goals, objectives, budgets and monitors programs and projects consistent with city policies and procedures.
- Coordinate programs and projects with a variety of staff, departments and organizations; directs and supervises staff in the completion of projects.
- Responsible for selecting and contracting with professional consultants, including preparation of requests for qualifications and requests for proposals, contract negotiation and administration for related programs and projects.
- Monitor any related Federal, State, and local legislative and regulatory changes or requirements that may affect related programs and projects.
- Attend public/community meetings, prepares and makes presentations as necessary.
- Prepare written reports related to various programs and projects.
- Secure technical and/or professional services and maintains effective relationships for assigned programs and projects.
- Monitor the work of, and provides direction to, professional and technical consultants and contractors.
- Act as a liaison with outside organizations, consultants, developers and public agencies.
- Represent the division or department at various public meetings; may meet with a variety of federal, state and private organizations to discuss/negotiate programs and projects.
- Prepare comprehensive written and oral reports and makes recommendation for presentation to department management, City Manager, City Council, commissions, boards and other public agencies and community groups.
- Review and evaluate job performance and recommend appropriate action.
Experience: Six years of professional project management or program administration experience. A Master's Degree or relevant professional certifications are highly desirable and may be substituted for one year of the required experience.
Necessary Special Requirement:
- Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
- Experience working on a climate plan, greenhouse gas inventory, adaptation and resilience strategies and carbon reduction strategies.
