Job description

GENERAL STATEMENT OF DUTIES
Perform various routine functions requiring some technical skill in surveying, including work in land surveys, on engineering projects, and assisting in reestablishing or witnessing government corners.
SUPERVISION RECEIVED
Work under the direct supervision of the County Surveyor, lead worker, or designee who assigns projects or crew assignments and evaluates work performance.
SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification.

Typical Duties - Duties include, but are not limited to the following

  • Using a predefined checklist review record of surveys, property line adjustment surveys, and plats for compliance with Oregon Revised Statues Chapter 209, county map standards, and local ordinances.
  • Communicate effectively with property owners, private surveyors, and other staff.
  • Assist with filing and maintaining records, making copies, assisting the public in records research, and other miscellaneous duties.
  • Use GIS and other survey and clerk records to assist in research for projects as assigned. Assist in performing calculations.
  • Understand the principles of boundary surveying and property conveyances along with interpretation of evidence and map reading.
  • Enter points from survey maps into GIS.
  • Serve as crew member for survey field crew.
  • Assist in performance of government corner restoration surveys, topographic surveys, road right-of-way surveys, construction surveys and measurements of quantities, using highly accurate total station equipment, global positioning equipment and other survey equipment.
  • Walk, stand, bend, and traverse over rough terrain and enter fenced areas, carry up to 50 pounds of equipment and materials, work outdoors in all types of weather.
  • Routinely use hand tools, power tools and chain saw in digging, cut brush, and cut into bearing trees to help in the location of monuments and bearing objects and/or setting new monuments and bearing objects.
  • Safely operate a four-wheel-drive pick-up in on- and off-road conditions.
  • Use a 60 pound (+/-) gas-powered jack hammer to dig holes in pavement or drive rebar into a hard surface.
  • Assist in the maintenance of all field equipment.
  • Other duties as assigned by your supervisor.
  • May participate in basic incident command training and drills to maintain proficiency in supporting EOC activities, including carrying out field work in connection with EOC operations. May be assigned clerical/support, incident liaison, or other duties at any location within or near the county. Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.

Requirements for the Position

EXPERIENCE AND TRAINING

  • High school diploma, or equivalent; AND
  • One year of course work in surveying principles or experience in boundary of construction surveying; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

PREFERENCES
  • Coursework in math and trigonometry

SPECIAL REQUIREMENT
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position may be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This position is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Work Schedule: Monday - Friday, 8:00 am - 5:00 pm or the option of 4 (four) 10-hour days, with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS, AND ABILITIES
Possess basic knowledge of surveying principles and methods, mathematics, and trigonometry.
Skills and abilities to use tools and perform arduous manual tasks; deal effectively with the public; follow instructions accurately; draft simple survey maps; keep accurate records; follow oral and written instructions accurately and efficiently.
PHYSICAL REQUIREMENTS
Operates a motor vehicle; stands; sits; moves about the work area; bends forward; stoops; climbs stairs; crawls on hands and knees; reaches overhead; lifts, pushes, pulls and carries up to 60 lbs.; moves carts weighing up to 150 lbs.; carries items weighing up to 50 lbs. up to 1 mile; operates a keyboard; rapid mental/hand/eye coordination; speaks clearly and audibly; reads a 12 pt. font; distinguishes shades and colors; hears a normal speech level; exposure to all weather conditions; traverses wet and uneven areas; smoke; noise; chemicals; climb ladders and scaffolds; vibrations, radiation and possible risk of exposure to blood/body fluid.
This is a field position that is required to be outside in all weather conditions. Walk in uneven terrain, cross over roadside ditches and moves through barbed wire fencing carrying a full complement of surveying equipment. Digging using hand tools up to three feet deep. Also breaking and digging pavement using gas powered jackhammer.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.

VETERANS’ PREFERENCE
Applicants are eligible to use Veterans’ Preference when applying with Marion County in accordance with ORS 408.225, 408.230, and 408.235 and OAR 105-040-0010 and 105-040-0015. Preference will be awarded only if the applicant meets the minimum requirements of the position and attaches the required documentation at the time of application.

  • One of the following:
    • MEMBER COPY 4 of the Certificate of Release or Discharge from Active Duty (DD Form 214 or 215); OR
    • Letter from the US Department of Veterans Affairs indicating receipt of a non-service connected pension; OR
    • Certification that discharge or release from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
  • In addition to one of the above documents, Disabled Veterans must also submit one of the following:
    • A copy of their Veterans disability preference letter from the Department of Veterans Affairs; OR
    • Certification that medical separation from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
