Clarification from the agency

Duties
  • Acts as DLA Energy's petroleum expert as a liaison to the customer to assist with problem solving and accompanying remediation.
  • Responsible for the development, coordination, and implementation of requisite quality systems, programs and the expert use of agency EBS system applications designed to facilitate the acquisition/acceptance for agency's stakeholders.
  • Uses Wide Area Workflow (WAWF) for the inspection and surveillance of petroleum products and to document rejections of invoices to ensure prompt payment.
  • Develops and maintains the program in such a manner as to provide real-time asset condition information of all products procured, undergoing transportation by numerous modes and prior to delivery to the end user.
  • Ensures the efficient, effective, and economical performance of acquisition and surveillance program functions assigned and organizes/presents data on a monthly basis to the Command. Involved in the quality management of Depots.
  • May act as Contracting Officer Representative for Depots that are contracted to other parties (Contractor Operated Contractor Owned (COCO)/Contractor Operated Government Owned (COGO).

Qualifications
To qualify for a Supervisory Quality Assurance Specialist (Chemicals), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Reviewing production activities and capabilities in light of contract quality requirements.
  • Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
  • Analyzing quality data to detect unsatisfactory trends or weaknesses in the contractor's processes and initiates changes to the quality/inspection system used to evaluate the contract process.
  • Verifying by test or inspection, using sampling Inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; Identifying process or procedural inadequacies and requesting/initiating corrective action.
  • Computing and analyzing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
  • Evaluating customer complaint investigations and product deficiency reports and providing identification of causes to appropriate authorities.
  • Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
  • Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Required: Although approximately 40% of the work is performed in an office setting, extensive TDY trips are required resulting in continuous environmental changes. TDY trips are required for on-site inspections of contractor loading/discharging facilities (service/procurement) for Energy products, gas, oil, and Into-Plane contract locations. This requires considerable and strenuous physical exertion such as frequent climbing of tall ladders and crouching or crawling in restricted areas i.e., climbing up, onto, and into tanks in excess of 60 feet high and accessing petroleum marine vessel tankers via gangways/Jacobs Ladders. As well to stoop and bend while inspecting storage tanks and may take a couple of hours to complete. Some tanks may require cleaning and necessitating additional periods of standing and climbing. Operations involving support of U.S. military units engaged in combat support duties are also likely. Physical examination is required, both as a condition of employment as well as on a recurring annual basis.

Substitution of education may not be used in lieu of specialized experience for this grade level.
