Summary
The primary purpose of this position is to provide full administrative and technical supervision of the Public Health Nursing Program. The incumbent has full responsibility for the supervision of planning and evaluation of the Public Health Nursing for Service Area, covering approximately 1,200 square miles and 20,000 user population. The position is located in the Chinle Service Unit, Division of Public Health Nursing, Chinle, Arizona.

Duties
  • Provide full technical and administrative supervision for the Public Health Nursing Program.
  • Reviews and evaluates services to patients, families, and identified groups and proposes and/or implements changes and improvements.
  • Facilitates coordination of service and continuity of care for patient health teams.
  • Coordinates with hospitals, health centers, community health tribal organizations, and county state agencies in planning health programs.
  • Serves on committees as requested and facilitates group process to develop resources to address unmet needs.
  • Participates in clinical conferences, workshops, in-services and staff meetings.
  • Determines staff and other resources necessary to provide comprehensive, culturally sensitive, age specific care in prevention of illness and the promotion and maintenance of health status for patients, families, and identified groups through a multidisciplinary health care center and community.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.
Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector.
GS-12: In addition to the mandatory license and education described above under Basic Requirements, applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level - Examples of Specialized Experience: Delivers public health and nursing services to individuals, families, schools, and community; determines patient and family needs; develops health care plans; provides nursing services and treatments; assigns work to subordinates, rates performance, and administers discipline; ensures program meets all accreditation requirements; participates in case conferences with physicians, hospital and rehabilitative personnel, and other representatives of other agencies.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information
Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
