This position may be located in any USDA/Rural Development (RD) office in Iowa. The incumbent is primarily responsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State's rural utility and community facility loan, loan guarantee, and grant programs.

Remote/Virtual Position: NOQualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet the Time-in-Grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12 or its nonfederal equivalent that demonstrates: Experience processing and servicing a full range of loans, which provided a knowledge and understanding of financing and credit of loan and/or grant programs. Experience should demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs. There is no education substitution for this grade level.
