Summary
This position is a Supervisory Criminal Investigator Resident Agentin Charge, GS- 1811-14 working in for the R9-Chief-Office of Law Enforcement. As a Supervisory Criminal Investigator - Resident Agent in Charge (RAC) you will be responsible for managing a multi-faceted program consisting of special agents, administrative support personnel and in some instances wildlife inspectors and/or Conservation Law Enforcement Officer.

Duties
The mission of the Office of Law Enforcement is to protect wildlife resources. Through the effective enforcement of Federal laws, the Office of Law Enforcement contributes to the Fish and Wildlife Service efforts to recover endangered species, conserve migratory birds, preserve wildlife habitat, safeguard fisheries, combat invasive species, and promote global wildlife conservation.
As a Supervisory Criminal Investigator Resident Agentin Charge your duties will include but are not limited to the following:
  • Supervises all law enforcement personnel organizationally assigned. Staff may be comprised of special agents, wildlife inspectors, conservation law enforcement officers, and support personnel who are geographically dispersed in separate offices.
  • Plans, directs, supervises, and carries out long-range, sensitive and complex investigations and apprehension of persons suspected of offenses against the criminal laws of the United States, which are enforced by the Service.
  • Conducts the full range of law enforcement activities.
  • Initiates, conducts, coordinates, and supervises extremely complex and usually sensitive investigations within broad parameters provided by Service/Department policies.
  • Coordinates directly with other Federal and state law enforcement agency supervisors to plan, direct, and supervise joint complex criminal investigations.

  • Mobility agreement required, which states that the candidate is completely mobile, will accept reassignments to any location, and that the candidate has no personal or family reasons which limit mobility in the future.
  • Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement and you will be required to complete either OGE Form 278e or OGE Form 450 as applicable within 30 days of your appointment
  • Criminal Investigators must, on an annual basis, work an average of 2 hours of unscheduled duty in excess of each regular workday to be eligible for Law Enforcement Availability Pay, which is 25% of the annual base pay.
  • Position requires irregular and unscheduled hours, personal risks, arduous exertion under adverse environmental conditions, and overnight travel on a regular and recurring basis.

Minimum Qualification GS-14
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to oversee and conduct the full range of law enforcement activities involving fish and wildlife resources such as surveillance; participation in raids; interviewing witnesses, interrogating suspects, searching for physical evidence and clues; seizures of contraband, equipment and vehicles; securing and serving search warrants; making arrests; inspecting records and documents; developing evidence; testifying in court; preparing detailed written reports and carrying out undercover operations; planning and directing investigations; supervising/leading a variety of personnel; planning budgets; coordinating with a variety of stake holders concerning highly sensitive and controversial issues.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.
