The incumbent is responsible for the overall management and supervision within one or more separate and distinct contracting branches, actively engaged in all phases and activities relative to the procurement process.
This position is outside the bargaining unit.Qualifications:
BASIC REQUIREMENTS
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
For GS-14, Applicants must have at least 4-years experience in contracting or related positions. At least 52 weeks of that experience must have been specialized experience at or equivalent to work at the next lower level of this position, and must have provided the knowledge, skills, and abilities to perform successfully the work of this position.
For GS-14, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
Qualifying specialized experience for GS-14 includes:
- Experience interpreting Federal Acquisition Regulations;
- Planning, organizing, directing and managing the procurement of supplies and services of various sizes and complexity through all phases of the acquisition process;
- Reviewing contracting processes and recommending improvements;
- Overseeing and/or leading lower graded employees through the pre-award and post-award contracting functions;
- Serving as a warranted Contracting Officer; and developing and adhering to operational procedures to ensure compliance with established policies and regulations.
Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
If your education was completed at a foreign college or university, you must show comparability to education received in accredited educational institutions in the United States and comparability to applicable minimum course work requirements for this position.
