ABOUT THE POSITION
The County of Riverside's First 5 Children and Families Commission Department seeks a Supervising Program Specialist to fill a position for the Mecca Family and Farm Worker Service Center.

The incumbent will supervise Program Specialists, Social Service Practitioners, and Office Assistants. The incumbent will direct, plan, and organize, the work of their staff engaged in researching, analyzing, planning, and coordinating programs created by the California Children and Families Act. These programs promote, support, and improve the early development of children from the prenatal stage to five years of age. They will partner with Riverside County departments, Riverside County service providers, and community service providers to make sure the County of Riverside is offering comprehensive services per legislation. The incumbent will be responsible for other duties as assigned.
The department desires individuals with supervisory, lead, or caseworker experience serving a children or social services program; experience in the research and analysis of policies from a children or social services program; individuals with excellent customer service, analytical, writing, and speaking skills; Individuals with excellent time management and organization skills; and individuals who have a desire to supervise and lead a team toward meeting goals. Bilingual -Spanish is highly desired.
Traveling throughout Riverside County to different sites using your personal vehicle is required.

First 5 Riverside, the , is primarily funded by tobacco taxes generated by Proposition 10, which passed in November 1998 to help make sure that all our youngest Californians, from prenatal through 5 years old, get the best possible start in life. First 5 Riverside County also receives state and federal funding to support community programs and initiatives to meet the goals and objectives of the Strategic Plan. In partnership with the county's Department of Public Social Services, First 5 has oversight of Riverside County's Family Resource Centers, which serve as a hub for community services aimed at improving outcomes and quality of living for families in these communities. EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize and supervise staff involved in conducting studies or reviews of social services, community programs and child support programs; instruct and train staff in developing research and analytical skills.
• Provide assistance to and evaluate the recommendations of staff; supervise a clerical support staff; prepare or supervise the preparation of reports and correspondence; compose correspondence and reports for use by management or designated staff members in public hearings and meetings with state officials or other policy makers.
• Supervise and participate in the analysis of current and proposed state and federal legislation as it affects department programs; confer with state officials to obtain technical interpretations for various social services, community plans and child support programs.
• Correspond with state liaisons for the application and implementation of legislative changes; confer with departmental management and line supervisors to develop solutions to operational problems; develop and implement public education plans and work with members of the community to improve program outcomes.
• Develop, establish, modify, and monitor program contracts and interagency agreements; make recommendations for changes or modification to assure compliance with state and federal requirements.
• Represent the Department at local, regional and statewide meetings and conferences; manage and/or coordinate various social services and child support programs.
• Undertake other related special projects as assigned; compile statistics for administrative reports and special projects; may serve as a panel member at the Quality Review Board.
• Conduct community needs assessments as required; participate in community functions and programs, which may include public speaking activities.
MINIMUM QUALIFICATIONS
OPTION IExperience: One year comparable to a Senior Program Specialist in a California county department of public social services.
OPTION IIExperience: One year comparable to a Child Support Services Supervisor in a child support services agency.
OPTION IIIExperience: Two years comparable to a Program Specialist II or Community Program Specialist II in either a California county department of public social services, non-profit community agency or child support services agency.
OPTION IVExperience: Two years comparable to a Senior Child Support Services Specialist in a child support services agency.
ALL OPTIONSKnowledge of: The principles of effective supervision, motivation, organization, and administration; the principles of planning, research and analysis; laws, rules and regulations governing the operation of social services and child support agencies; federal, state and local social services and child support programs and their supporting legislation; mathematical and statistical methods, including survey techniques required for reports and cost analysis.
Ability to: Plan, organize and direct the work of staff members to meet changing work load demands; conduct formal and informal training of subordinates in various research analysis methods and techniques; analyze problems of an operational or programmatic nature in order to devise workable solutions; interpret and evaluate the impacts of state and federal legislation on local social services and child support programs; understand and apply departmental policies, practices and procedures; establish and maintain effective lines of communication and working relationships throughout the organization; operate a microcomputer and use a variety of applications software packages.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
