The Job
The Human Services Program Integrity Division is recruiting for a Supervising Appeals Specialist I who plans, organizes, and supervises staff who process State hearing requests and complaints received from recipients of various public assistance programs, supervises investigations of alleged Civil Rights violations, and acts as the hearing officer for hearings involving the General Relief Program. Duties include the following: serving as a resource for staff; reviewing, and evaluating case actions and resolving interdepartmental disputes regarding the application of State and County policies and procedures; and interacting with State staff to obtain clarification and resolve disputes in the application of the State hearing process. The Supervising Appeals Specialist I will also represent the County in complex issues including, but not limited to, appeals and civil rights as well as represent the Department at local, regional, and statewide meetings and conferences.

CONDITIONS OF EMPLOYMENT
Travel: Travel throughout the County and State is required. Employees will be required to make provision for transportation. A valid California Class C driver license and proof of liability insurance must be produced and maintained for the individual providing the transportation.

Minimum Requirements
Education: Thirty (30) semester (45 quarter) units of completed college coursework in English, business/public administration, or behavioral/social science. Completion of the Management Leadership Academy (MLA) program in San Bernardino County will be accepted toward the required coursework on the basis of 4 quarter units of credit per MLA tract completed. A list of completed college coursework or legible copies of transcripts MUST be submitted with the application if the applicant does not possess an Associate's degree or higher in one of the qualifying fields listed above.

Experience: Three (3) years of experience in welfare/transitional assistance programs, which includes one (1) year of experience as an Appeals Specialist or two (2) years as a full-scope supervisor in a welfare/transitional assistance program. Experience must be within the past twelve (12) months and acquired in a California Department of Social Services.
Note: Applicants with experience equivalent to an or (or higher) in San Bernardino County may substitute two (2) additional years of such experience for a maximum of 15 semester (23 quarter) units of the required coursework.

The department is looking for a leader with the ability to plan, organize, and direct the work of staff members to meet changing workload demands and motivate employees in a positive manner. The ideal candidate will also have excellent written/oral communication and customer service skills as well as strong problem solving skills.
