Summary
The ideal candidate will have demonstrated experience supporting the delivery of the FEMA Individual Assistance, in response to major disasters. The candidate should have a basic understanding of the laws, regulations, and policies relevant to the Individuals and Households Program. Supervisors will assist the selected candidate with developing specialized knowledge and experience through the performance of job duties.

Clarification from the agency
This position is announced under FEMA's Excepted Service, Stafford Act Hiring Authority for a full-time Cadre of On-Call Response/Recovery Employee (CORE) appointment. After three years of continuous service, CORE employees earn competitive eligibility to apply for permanent full-time positions at FEMA. Veterans Preference does not apply to the CORE selection process.

What will I do in this position if hired?
In this position, you will be supervising a team of Individuals and Households Program staff for the IHP Branch Action Office, providing administrative and technical supervision necessary for management functions relative to the staff supervised including;
  • Establishing guidelines and performance expectations for staff through the formal employee performance management system, making performance observations, and periodic evaluations.
  • Supporting IHP Branch leadership with priority planning for IHP leadership teams.
  • Overseeing processing for coordinating with Sections within the Branch for tracking and facilitating assignments and priorities.
  • Facilitating IHP leadership with developing and reviewing various documents intended for Branch leadership positions.
  • Assisting with hiring and workforce related planning, actions, and strategies for all positions that reside in the Branch front office.

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee).CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability.Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

To qualify for this position at the IC-13 level (starting salary $106,841), you must possess one full year of specialized experience equivalent to at least the IC-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
  • Managing and coordinating work assignments for subordinates by setting and adjusting priorities or administrative tasks, and monitoring performance through the completion of projects or assignments.
  • Managing processes for facilitating high level priorities and assignments to meet operational and administrative requirements.
  • Preparing and presenting recommendations or solutions to stakeholders (example; written reports, instructions, briefings, policies, operating procedures, reports, federal guidance, decision papers etc).

Stafford Disaster Relief and Emergency Assistance Act, Section 306 (b), which authorizes FEMA to appoint such temporary employees as necessary to accomplish work authorized under the Act. Appointments under this authority within FEMA are made to the excepted service and are nonpermanent in nature.
