THE POSITION WILL HAVE A START DATE ON OR AFTER 12/1/2023.
POSITION SUMMARY
Performs moderately complex (journey-level) Safety and health program work related to safety, emergency preparedness, response, disaster recovery and mitigation programs. Work involves developing safety policies and procedures, participating in the safety training and education of staff, inspecting work areas and activities for hazards, and investigating accidents. The Safety and Emergency Management Coordinator is responsible for the administration, and execution of activities assigned under the Authority-wide comprehensive Safety and Emergency Management plans to ensure local, state, and federal legal/regulatory compliance of the occupational Safety and health programs of the Authority and the life safety of the employees. May provide guidance to others. Works under general supervision, with limited latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Conducts safety inspections of facilities, work areas, equipment, and materials; recommends and reports corrective action to ensure appropriate measures have been taken; monitors site conditions, practices, and procedures for compliance with Authority safety policies and procedures. Conducts job safety analyses, identifies problems, and recommends corrective action. Recommends the type of protective equipment to be used and conducts utilization spot checks.
2. Administer proactive accident prevention programs. Conducts in-depth accident/injury investigations to determine causation and identify steps to prevent future occurrences. Coordinate the incident reporting process and maintain required records related to workplace issues and incidents.
3. Ensure compliance with Authority occupational Safety and health programs in accordance with industry standards and regulations including but not limited to electrical safety programs, confined space, chemical safety/Hazcom, industrial hygiene, respiratory protection, Hazmat/Hazwoper, first aid/CPR, fall protection, Personal Protective Equipment (PPE), fire protection, heavy equipment and forklift safety, trenching/shoring/excavations, driver safety, laboratory safety.
4. Communicate, and engage with employees at all levels to identify and mitigate risk while optimizing worker health and safety.
5. Identify and track departmental safety training needs, coordinate the scheduling of courses, and conduct training when needed. Partner with the Organizational Development division to develop and implement ongoing needs assessment, development, implementation, and evaluation of safety-related training.
6. Ensures operational readiness of the Authority's Emergency Operations Center (EOC); continuously researches, analyzes, and recommends technology enhancements and improvements. Acts as the EOC Coordinator during activation of the EOC. Ensures that databases related to hazardous materials, critical facilities, and Emergency resources are kept up to date. Makes recommendations to upper management during emergencies concerning response policies. Completes after-action reports documenting emergency response actions of all involved entities and makes recommendations for improving response capabilities.
7. Serves as the Emergency Action Coordinator by being on call 24/7 to respond to emergencies at any Authority-owned and/or operated facility; coordinating Authority response with the local and state response agencies; and serving in state emergency operations center.
8. Reviews, evaluates, maintains, and ensures updates to the Authority's comprehensive Emergency Response Plan (ERP), facility Risk Management Plans (RMP), and Emergency Preparedness Plans (EPP). Monitors Emergency Management and regulatory program requirements and activity deadlines established by the State of Texas and the federal government and completes any documentation required.
9. Acts as project manager and/or project coordinator for various grant projects. Prepares FEMA Public Assistance grant applications and supporting documentation to obtain local, state, and federal grant funding as well as complete project applications, progress reports, and other reports as required.
SUPERVISORY RESPONSIBILITIES
This position does not have supervisory responsibilities
FINANCIAL RESPONSIBILITY
Reviews, analyzes, and assists in the preparation of an annual budget related to emergency-related operating supplies, security equipment systems, and services. Serve as grants coordinator for all state and federal grant opportunities.
QUALIFICATIONS
EDUCATION
Bachelor's Degree in Business Administration, Occupational Safety, Risk Management, Process Safety Engineering, Chemical Safety Engineering, Industrial Hygiene, Emergency Management, Incident Command, or a closely related field from an accredited college or university or an equivalent combination of relevant experience, training, or education.
EXPERIENCE
Five years of progressively responsible experience with specific experience in a local, State, or Federal agency preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
OSHA 10/30 Hour General Industry required;
Certified Safety Professional (CSP), Certified Safety and Health Official (CSHO), or similar professional certification pertinent to a specific safety specialty is required within 18 months of employment in this role. All NIMS Compliance Courses and ICS up to and including 400 completed. FEMA Professional Development Series completed. Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers is preferred. Must have a valid Texas driver's license
KNOWLEDGE
Knowledge of Federal, State, and local laws related to occupational Safety and health. Knowledge of Safety and health rules, regulations, and standards. Knowledge of research and analysis methods. Knowledge of water/wastewater utility operations is preferred. Knowledge of State and Federal Emergency Management legislation and programs including FEMA, TDEM, TXWARN, National Incident Management System or Incident Command System; concepts of an all-hazards approach to Emergency Management; Integrated Emergency Management Systems; development processes of Emergency Management plans and Emergency operations center operating procedures.

Ability to work inside and outside, around machines with moving parts and moving objects, work around moving objects or vehicles, radiant and electrical energy, work closely with others, work alone, work protracted or irregular hours, excessive heat, cold, humidity, dampness and chill, excessive or intermittent noise, constant noise, dust, fumes, smoke, gases, grease, oils, solvents, silica, asbestos, slippery or uneven walking surfaces, working at heights, working on ladders or scaffolding, vibration, working with hands in water, working below ground.
Ability to operate an Authority vehicle.

PHYSICAL DEMANDS
This position requires passing a physical and physical ability assessment specific to this position.
WORKING CONDITIONS
Working conditions include exposure to extreme weather, odor, noise, chemical hazards, gases, and dust, standing for prolonged periods of time, walking up and down several flights of stairs, climbing and descending ladders, working at heights, and working in tight or confined spaces.
TOOLS AND EQUIPMENT USED
General office equipment to include computers, copiers, scanners, calculators, etc. safety sampling meters, respirators, SCBA's, safety equipment, and PPE.
