SUBSTANCE ABUSE COUNSELOR

SITE OF SERVICE:

• Portsmouth, VA
• The primary site of service will be located in the Mental Health, Psychiatry and Substance Abuse Rehabilitation Program (SARP) Departments.
• The work spaces may be at main hospital (NMCP), the Branch Health Clinics to include the TPC Clinics or other approved buildings on the same installation.  Areas may be NMCP, Boone Branch Health Clinic (BHC) (or bldgs. also located on JEB Little Creek/Ft. Story Installation), Dam Neck Annex BHC, Tricare Prime Clinic (TPC) Virginia Beach, TPC Chesapeake, Naval Station Norfolk, Oceana Naval Air Station.

POSITION QUALIFICATION/REQUIREMENTS:

• Degree/Education: Possess one of the following: 
  • Possess an Associate of Arts degree in a behavioral science with specialized training in Substance Abuse and chemical dependency treatment.

OR

• • Completion of the Navy Drug and Alcohol Counselor School (NDACS) that leads to Navy Certification as Navy Alcohol and Drug Abuse Counselor.
• License:  Possess and maintain a current, unrestricted License as an Alcoholismand/orDrug Abuse Counselor in any one of the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands.

• Certification:Possess and maintain one of the following certifications:
  • National Certification Credential by one of the following:

• The National Association of Alcohol and Drug Abuse Counselors.
• The National Board of Certification Counselors
• The International Certification & Reciprocity Consortium/Alcohol and Other Drug Abuse.
• Certification as a Navy Alcohol and Drug Abuse Counselor. (Supersedes license, with this certification no state license required.)

• Experience:  Possess a minimum of one (1) year full-time (40 hours per week) experience within the preceding three (3) years as a Substance Abuse Counselor in a Substance Abuse Rehabilitation Program which includes male and female clients.

• U.S. Citizenship: Shall be a U.S. citizen
• English Language Requirement: Able to read, write, and speak English well enough to effectively communicate.
• Physical Capability: Shall be physically capable of standing and/or sitting for extended periods of time and physically capable of performing all services required under the contract.

HOURS:

• Services shall be provided Monday through Sunday.
• The SARP Program provides full time residential treatment services 24 hour a day.
• Typical shifts are as follows:  Day Shift 0730-1630 hours; Evening Shift 1430-2330 hours; and Night Shift 2300-0800 hours.
• Shifts will normally be scheduled for an eight and half (8.5) to nine (9) hour period, to include an uncompensated thirty (30) minute to sixty (60) minute meal break.
• In no instance will the HCW be required to provide services in excess of eighty (80) hours per two-week period.
• As a part of the HCWs schedule, services may be required on the day of observance of Federal holidays.

Must be comfortable in a fast-paced, dynamic environment.  Must be able and willing to reprioritize on short notice and work on multiple simultaneous projects.  Flexible and able to work with various personalities.  Team-work skills required. Time management skills required. The ability to meet deadlines in a deadline intensive environment is essential. High level of adaptability and willingness to embrace change in a fast-paced, demanding environment.
