Brief Description
The City is offering a Sign-On Bonus for Public Works Operations positions: $500 with first paycheck and 2% of gross earnings during first year of employment at first anniversary.
Job Summary
Under regular direction and in compliance with standard operating procedures and policies, operates a right-side-drive STREET SWEEPER on designated routes to collect leaves, litter, and debris from City streets, sidewalks, and parking areas. Transports debris to designated transfer station or disposal facility. Complies with all safety guidelines including inspection of equipment, use of personal protective equipment, following safe practices, and reporting safety issues to the appropriate supervisor(s). Operates various other equipment to aid in seasonal work to include bulk leaf season and inclement weather as assigned. Operates backpack blower, dustpan, broom, pick stick, snowplow, and sander truck. Participates in rotating schedule for afterhours sweeping requests.

  • Operate Street Sweeper: Operate right-side-drive STREET SWEEPER TRUCK equipped with side gutter brooms and main broom. Maintain control of multiple switches and joysticks to effectively pick up debris on the roadway. Maneuver vehicle safely through high traffic areas as well as utilize navigation system aids to ensure correct route and pickup locations. Transport debris to designated transfer station or disposal facility. Operate a console computer to control the Power-Take-Off (PTO) throttle, and tailgate open/closing activities. Ensure equipment is properly fueled, lubricants are at appropriate levels, and tires are properly inflated as well as vehicle is equipped with all necessary daily equipment (e.g., broom, dustpan, reflective triangles, shovel, fire extinguisher, LOCK OUT tag, hard hat, chock block, body props, etc.). Complete and submit records documenting tonnage of loads, fuel usage, odometer readings, and various other collection information as well as any customer issues needing further attention. Operate a variety of Public Works vehicles and equipment (e.g., Multi-hog, sidewalk cleaner, pressure washer, automated leaf vacuum, etc.) as assigned. Wash equipment daily following use and ensure cab area is clean and well maintained.

  • Perform and comply with Safety Measures: Perform daily pre-and post-trip vehicle inspections and maintain accurate vehicle log. Inspect equipment prior to and after use in order to identify needed maintenance and report needs to supervisor or Fleet Division. Observe and listen to equipment during use to identify malfunctions or parts in need of replacement and shut down equipment to prevent further damage or hazards. Utilize proper body mechanics and ergonomics in performance of work. Use operating skills, learned safe practices and awareness of the surrounding area to avoid injury or damage to persons or property. Utilize spotters, flaggers or helpers as needed to maintain a safe working environment. Make efforts to avoid or correct potentially unsafe conditions and notify responsible supervisor or safety representative in a timely manner.

  • Support Seasonal Work and Inclement Weather Events: Assist with clean-up and sweeping on major thoroughfares and interstates as assigned. Support Solid Waste Division during bulk leaf season. Work outside of regular schedule, throughout inclement weather conditions (i.e., snow and ice) by operating sanders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Mix sand and salt for ice removal and treat bridges and roads as necessary. Wash brine and salt off equipment after use.

Qualifications
Job Requirements
  • High school diploma or equivalent.

  • Over two (2) years of experience operating solid waste, heavy, or construction equipment.

  • Must demonstrate proficiency operating right-side-drive vehicles within 60 days of hire.

  • Must obtain FEMA ICS 100, 700 and 552 within three (3) months of hire.

Preferred Qualifications
Driver's License Requirements
  • Valid South Carolina Class B Commercial Driver's License (CDL) with air brake provisions.

Performance Requirements
Knowledge of:
  • Maintenance required for STREET SWEEPERs.

  • City streets, geography of the community.

  • Traffic laws, ordinances and rules involved in motor vehicle operation.

  • Basic problem-solving techniques for equipment and material use.

  • Safe handling of litter, debris, recycling, and solid waste materials.

Ability to:
  • Safely maneuver a right-hand drive SWEEPER TRUCK through high traffic.

  • Read and comprehend street maps.

  • Complete assignments in allotted time while maintaining quality of work.

  • Complete pre- and post-trip vehicle inspections.

  • Perform basic mechanical adjustments/replacement of head and gutter broom attachments.

  • Work cooperatively with other staff members.

  • Communicate basic information to the public in a respectful and knowledgeable manner.

  • Read basic communication in order to understand assigned routes and tasks.

  • Complete work orders, routes, time sheets and safety checklists in a complete, timely and readable manner.

  • Work in inclement weather conditions including cold rain, wind, heat, snow, sleet, etc.

  • Make simple mathematical calculations.

  • Operate a two-way radio or cell phone.

  • Operate the following machines, tools, equipment, and work aids: CDL required STREET SWEEPER TRUCK, snowplow, sander truck, water truck, pickup truck, hand tools, backpack blowers, dustpans, brooms, shovels, pick sticks, and small sweeper.

Working Conditions
Primary Work Location: Vehicle and outdoors.
Protective Equipment Required: Safety glasses, gloves, ear plugs, safety vest, steel-toed boots, hard hat, and dust mask.
Environmental/Health and Safety Factors:
Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk.Daily exposure to extreme temperature, wetness and/or humidity, respiratory hazards, noise and vibration, and physical hazards. Occasional exposure to mechanical hazards, chemical hazards, electrical hazards, and communicable diseases.
Physical Demands:
Continuously requires vision, foot controls, and hearing. Frequently requires handling, walking, lifting, carrying, sitting, climbing, balancing, and twisting. Occasionally requires standing, fine dexterity, pushing/pulling, reaching, bending, crouching, and talking. Medium strength demands include exerting 20-50 pounds occasionally, 10-25 pounds frequently, or up to 10 pounds constantly.
Mental Demands:
Frequently requires time pressures, tedious or exacting work, and noisy/distracting environment. Occasionally requires frequent change of tasks, irregular schedule/overtime, performing multiple tasks simultaneously, and working closely with others as part of a team.
