The City of Manassas Park Public Works Department is currently accepting applications for the position of Stormwater Program Manager. The essential function of the position within the organization is to oversee the City’s stormwater system, permits, and programs. The position is responsible for assessment of current and future stormwater needs, producing plans to meet those needs, creating funding plans and securing funding to meet stormwater goals, managing stormwater projects, and funding agreements, making operations and maintenance recommendations to improve function and longevity of existing stormwater facilities, and providing necessary status reporting and financial reporting. This position requires comprehensive understanding of stormwater infrastructure and operations, capital planning practices, grant writing and management, Municipal Separate Storm Sewer (MS4) permitting, and the Virginia Stormwater Management Program. The position works closely with Virginia DEQ staff, engineers, contractors, and other City staff to ensure coordinated and timely delivery of reports, projects, and work products. The position develops and implements programs within organizational policies; reports major activities to executive level administrators through conferences and reports.

SPECIFIC DUTIES & RESPONSIBILITIES
· Overseeing the management and implementation of the City’s Stormwater Program.
· Developing, updating, and presenting key planning documents such as a Capital Improvements Plan, TMDL Action Plans, and Stormwater Program Plan.
· Working with City planning staff and regional jurisdictions, agencies, partners, and stakeholders to communicate, understand, and coordinate City and regional stormwater initiatives and policies.
· Assessing needs and maintaining awareness of new trends and emerging technologies to create change in policies and program structures to best meet the City’s strategic goals.
· Responding to information requests from the City Manager’s office, the development community, the public, and other agencies regarding the City’s Stormwater Program and planning policy.
· Evaluating, scoping, estimating, and making priority recommendations for stormwater projects.
· Assembling multi-disciplinary project scoping teams, including individuals from various technical disciplines.
· Developing short and long-term funding strategies for stormwater projects to maximize grant funding potential and ensure project viability.
· Understanding and remaining informed of stormwater related grant opportunities, recommending grants, and preparing grant applications for projects within the City’s Stormwater Program.
· Assembling core project teams to perform engineering design and development work, including consultants, appropriate internal and external stakeholders and resource and technical experts.
· Developing and implementing stakeholder engagement and communication plans for all assigned projects.
· Leading consultant selection process including development of selection criteria based on the needs of the project.
· Negotiating scope of work, contract details, level of effort, and other appropriate negotiation items.
· Administering contracts, approving invoices for payment and evaluating consultant performance.
· Developing and implementing project strategies and work plans.
· Ensuring timely project decisions in conformance with project scope, schedule, and budget requirements.
· Developing preliminary and final schedules for projects.
· Collaborating with applicable technical and professional resources on level of effort, estimates, deliverables, quality, engineering, or construction products.
· Finalizing project budgets and monitoring budgets for each project.
· Conducting necessary field inspections, compiling records, and files, and preparing necessary documentation for quality assurance and reporting obligations.
· Working with the Finance Department and City Management to ensure all necessary reports and documentation for stormwater related expenditures are prepared and submitted in conformance with requirements.
· Evaluates and maintains City drainage and stormwater control ditches, swales, structures, associated piping, and ponds.
· Assists in completing state and federal reports including, but not limited to, illicit discharge reporting and MS4 required documentation.
· Works cooperatively with Superintendent of Public Works to arrange crews to make regular inspections of facilities and equipment to ascertain that they are in proper working order.
· Responsible for Stormwater inventory.
· Train new employees.
· Coordinates and helps other departments with their Stormwater related projects.
· Performs related duties and other duties as assigned.

· Knowledge of construction estimation procedures and cost control.

· Requires expertise in constructing large planning documents such as Stormwater Program Plans, TMDL Action Plans, and Capital Improvement Plans.
· Requires budget preparation, monitoring, grant writing and reporting for projects with large budgets.
· Requires high-level document preparation and presentation, including advanced Excel, Word, and PowerPoint skills. Requires plan-reading skills including surveys, site plans, topographical data, cross-sections, and plan details.
· Requires familiarity with laws, regulations, and design standards pertaining to streams, wetlands, and stormwater permitting.
· Ability to synthesize or integrate analysis of data or information to discover facts or develop knowledge or interpretations; modify policies, procedures, or methodologies based on findings.
· Requires responsibility and opportunity for achieving major economies and/or preventing major losses through the management of large projects, authorizing expenditures of large amounts of money, or supervising the purchasing of high value materials, supplies, and equipment.
· Uses practical application of fractions, percentages, ratios and proportions, measurements, or logarithms; may use algebraic solutions of equations and equalities, deductive geometry, and/or descriptive statistics.
· Reads professional publications; composes complex reports and manuals; speaks formally to groups outside the organization.
· Performs supervisory work involving policy and guidelines, solving both people and work-related problems; requires continuous, close attention for accurate results and frequent exposure to unusual pressure.

MINIMUM EDUCATION & TRAINING
· Master’s degree in Urban or Regional Planning, Engineering, Transportation, Public Administration, or related field; or
· A Bachelor’s degree in a related field, with a Project Management Professional certification and progressively responsible experience in urban or transportation planning, with senior-level project and teams management experience.
· Additional qualifying experience may substitute for the education requirement on a year-for-year basis.
· Preference may be given to candidates with experience in one or more of the following:
o Leveraging technology and tools to support urban planning efforts; and
o Working in local, state, or regional government.
