State Maintenance Director

MoDOT is a non-partisan state agency governed by the Missouri Highways and Transportation Commission (MHTC); a constitutional bi-partisan commission appointed by the Governor consisting of high-profile business and civic leaders. MoDOT is responsible for the major transportation mode alternatives available to Missourians.
REPORTING RELATIONSHIP: The State Maintenance Director (SMD) reports to the Chief Safety and Operations Officer (CSOO) of MoDOT. This highly responsible position directs the maintenance functions within the organization, including direct and indirect reports consisting of employees at the Central Office in Jefferson City and employees located in seven districts around the state.
JOB LOCATION: Remote work location from any MoDOT facility may be considered. Full-time telework is not available.
PRINCIPAL RESPONSIBILITIES: The SMD provides leadership and direction for statewide maintenance operations through the development of policies, goals and guidelines; and
provides support to districts in interpretation of policy and technical assistance. The SMD implements activities associated with the department's business plan that specifically relate to maintenance operations, and provides statewide quality assurance of maintenance policies and functions. The SMD also develops best practices for maintenance operations by working with districts, other state departments of transportation, and industry personnel. The SMD coordinates with cities, counties, federal and state agencies, elected officials and other organizations concerning maintenance issues; and develops, implements and coordinates emergency response for disasters in coordination with the State Emergency Management Agency. The SMD is also responsible for the planning and management of the maintenance division work plan and budget, and reviews district maintenance operating budgets.
EDUCATION AND EXPERIENCE: A Bachelor's Degree in Business or Public Administration, Civil Engineering, Engineering Managerment or a related field is required.
Over nine years of experience in highway maintenance, transportation management, or public administration.
An outstanding track record in managing complex and diverse internal operations as well as evidenced success at achieving real results.
At least five years of progressively responsible management experience. This should include:

• Proven leadership skills, including a positive history of working collaboratively to establish rapport and credibility among the staff and multiple stakeholders.
• Proven track record of effective use of organizational performance management practices, innovation, and accountability measures.
