About the Work Unit
The State Hydraulics Engineer works in the Colorado Department of Transportation's (CDOT's) Hydraulics Program in the Staff Bridge Department. The Program provides expertise in hydrology and hydraulics which includes providing support and training to CDOT's Regions statewide. The Program provides subject matter expertise in bridge scour protection measures and plane of action (POAs).
About the Position
This position serves as CDOT statewide technical expert/staff authority in hydraulics, hydrology, and permanent water quality, including helping to define statewide policies, design practices and standards. The position also provides training in various hydraulics, hydrological and permanent water quality topics.
Your duties and responsibilities will include, but are not limited to, the following:
Statewide Hydraulics Engineering Representative
  • Serves as an expert and resource for CDOT statewide regional engineering personnel, including region hydraulic engineers and others within CDOT in the areas of hydraulics, hydrology, floodplains, fluvial geomorphology, culverts (rehabilitation, new design, and material selection), storm sewers, erosion and sedimentation, water quality capture volume, flood control detention and retention, bridge hydraulics and scour, flood damage and control, and construction techniques for hydraulic assets.
  • Coordinates with external agencies (The Federal Emergency Management Agency (FEMA), The Colorado Water Conservation Board (CWCB), The Federal Highway Administration (FHWA), etc.) for revisions in floodplain mapping, flood risk reduction and implementation of strategies/guidance that may affect CDOT's ability to replace, repair, or maintain assets.
  • Regularly works with CDOT regional hydraulics teams to discuss Bridge Hydraulics, Roadway Drainage, Hydrology, Floodplain Management, and regional master plans and gather recommendations and findings in order to identify CDOT hydraulic needs and support opportunities.
  • Performs routine tracking and reporting of CDOT's hydraulic program from a statewide level.
Leadership and Management
  • Works with region Hydraulics Engineers to ensure successful delivery of regional projects while meeting the goals of the statewide hydraulics program.
  • Shares best practices with regional hydraulic staff and related internal departments.
  • Works closely with the CDOT regions to schedule, organize and develop training from various sources for the region hydraulic engineers based on needs and priorities that are reviewed annually.
  • Recommends and identifies an annual budget for training.
  • Oversees statewide consultant contracts to support global regional needs and duties with scope to include Permitting and Utilities and development reviews.
  • Maintains consultant contracting, invoicing, and deliverables information in a collaborative space.
  • Evaluates consultant scopes of work to ensure reasonableness of hours and technical work tasks related to hydrology and hydraulics; supports similar in-house regional functions by evaluating work hour estimates and independent cost estimates.
  • Participates in various internal and external committees on behalf of the CDOT hydraulics team.
  • Attends conferences (AASHTO, etc.) and supports technical committees in advancing hydraulic initiatives.
  • Manages and disseminates information coming from internal and external groups and committees such as FEMA, CWCB, FHWA, The American Association of State Highway and Transportation Officials (AASHTO), as well as from research and supports the statewide hydraulic engineers with these resources.
  • Ensures that Region Hydraulics Engineer's are completing necessary certifications in a timely and accurate manner.
Program Support
  • Maintains current knowledge of hydraulics/hydrology design requirements and coordinates with CDOT's statewide engineering regions and contracting community to implement changes when needed.
  • Maintains state-of-the-practice technology for Hydraulic and Hydrologic engineering incorporating knowledge gained from regular research. Some examples of technology could include advances in standards and process, design standards or innovations, and physical or electronic devices.
  • Supports the CDOT Environmental Programs Branch to ensure CDOT compliance with stormwater quality rules and regulations.
  • Provides feedback on content and disseminates information to the Region hydraulic engineers (RHEs) on Permanent Water Quality Control Measures Design and Review Class.
  • Ensures the RHEs understand and are following the requirements of the Water Rights Portal Senate Bill 15-212 (C.R.S. 37-92-602(8)).
  • Works with CDOT Staff Bridge, Staff Geotech, and regional Hydraulics Engineers to develop a multidisciplinary review team to review all scour projects.
  • Develops and implements, in conjunction with CDOT Staff Bridge, a statewide plan of action (POA) for scour critical bridges and works with a scour consultant team, region hydraulic engineers, and Staff Bridge designers to develop scour countermeasure designs to reduce or eliminate scour risk for budget vetting and implementation into Region projects statewide.
  • In conjunction with Staff Bridge, provides information and technical support in the development of local agency plan of action (POA) for scour critical bridges and provide support of the local agency scour program.
  • Supports Staff Bridge's culvert repair projects - evaluating hydraulic capacity for different culvert repair methods (slip-line, spray on, liners etc.) in recommending the most appropriate and cost-effective method.
  • Reviews and provides input on all hydraulic-related Staff Bridge Essential Repair Findings (ERFs) statewide and make recommendations.
  • Provides information and technical support to ensure compliance with federal regulations with regard to hydraulic information for National Bridge Inventory structures.
  • Completes the Stewardship Oversight Agreement (SOA) for FHWA; updates annual Stewardship agreement documentation and determines if new performance improvement topics should be presented based on findings in program health assessments.
  • Coordinates with RHEs, Region Maintenance, regional water quality, statewide water quality and Staff Bridge to develop stormwater information and statewide inventory including mapping of statewide hydraulic assets, which includes structures less than 48" in diameter. Maintains a working understanding of stormwater information and inventory and trains regional staff to access and utilize the information.
  • Works with regional hydraulic engineers to develop a statewide archive of map-based resources from Regional project delivery with input from CDOT Headquarters and Region Subject Matter Experts, and with the assistance of Headquarters experts utilizing OnBase, PMWeb, GIS (GeoHub and C-Plan), and ProjectWise (watershed hydrology polygons, hydraulic analysis domains, and similar resources to those maintained and distributed by CWCB.
  • Regularly updates the CDOT Hydraulics website with current information.
Policies/Standards/Document Management
  • Ensures CDOT compliance all Hydraulics-related policies, regulations and standards with floodplain regulations and standards.
  • Determines when changes may be needed to drainage-related standards/specifications based on changes in laws, regulations, or industry state of art/practice, and constructability feedback.
  • Develops/Updates Hydraulics/Drainage Specifications and Standards including:
    • reviewing and providing input on erosion control, water quality, and floodplain project and standard special provisions with central location for access.
    • updating existing and further developing drainage specifications and project specials with the goal to place them in the CDOT Standard Specifications in the future.
    • utilizing Professional Engineering license to stamp and approve standards and use various hydrologic and hydraulic related software packages (HY-8, HEC-RAS, WMS, SRH-2D, etc.).
  • Maintains involvement with the implementation and updating of other CDOT manuals to help ensure consistency across CDOT concerning hydraulic/drainage topics. e.g., the CDOT Drainage Manual, CDOT Bridge Design Manual, CDOT Roadway Design Guide, Project Development Manual etc.
  • Updates existing M Standard hydraulic structures to current industry standards e.g., inlet boxes, vane grates, and other applicable standards in coordination with other specialties
Project Support
  • Provides project support including:
    • managing contracts and task orders for required hydraulic design services including Plan of Action (POA) work.
    • providing support and quality assurance for both hydraulic design and construction as required to ensure statewide consistency.
    • providing support to regions for hydraulic related emergency projects.
    • supporting the project delivery regional staff in collecting project information for tracking and reporting.
    • analyzing data and recommending areas for improvement using data trends to reduce costs, improve safety, and improve quality within the project list.
    • proposing and implementing designs or concepts and make recommendations based on Professional Engineering judgment/analysis.
    • utilizing the Professional Engineering license to stamp and approve regional or program level designs as required to support the regions and use various hydrologic and hydraulic related software packages (HY-8, HEC-RAS, WMS, SRH-2D, etc.).
Other
  • Identifies and supports grant opportunities.
  • Other duties as assigned.
Work Environment:
  • Your schedule will primarily be between 8:00 am - 5:00 pm work hours. Monday-Friday.
  • You will have to opportunity to work a hybrid schedule with a combination of in-office and remote work. Three days in the office will be required with the ability to work from home two days a week.
  • Approximately 5% spent in the field, 95% spent in the office.
  • Travel required during work hours throughout Metro Denver/Front Range.
  • Overnight travel approximately 12 times a year throughout Colorado.
  • Required to operate CDOT vehicles.
  • Exerts up to 50 lbs. of force occasional­ly, and/or up to 20 lbs. of force frequently, to move objects.
  • Exposure to hot, cold, wet, humid, or windy conditions caused by the weather.
  • Exposure to conditions such as fumes, noxious odors, dusts, mists, gases, and poor ventilation, that affects the respiratory system, eyes or, the skin.
Minimum Qualifications
  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
  • AND two years of professional hydraulic engineering experience, one of which must have been as a licensed Professional Engineer.

  • 6-10 years of professional experience in hydrology and hydraulics design as a Professional Engineer
