To see truth by investigating crimes, analyzing evidence, identifying and apprehending criminals, and developing new investigative techniques and technologies. The State Crime Laboratory maintains a full-service forensic science laboratory system to assist all law enforcement agencies in North Carolina in the investigation of criminal matters. The laboratory's mission is to provide state-of-the-art forensic services in the areas of drug chemistry, toxicology, firearm & tool mark, latent prints, forensic biology, digital evidence and trace evidence. The services are provided from a central laboratory facility in Raleigh and from regional laboratories located in Greensboro and Edneyville. Supported by a staff of administrative and technical personnel, analysts, both sworn and non-sworn, special in each of the forensic science areas, analyze evidence, assist in the collection of evidence, appear as expert witnesses in court, and provide training and support to officers engaged in the investigation of crimes.

The position of Director of the State Crime Laboratory is a non-sworn position designated as managerial exempt under N.C.G.S. 126 - 5 (b) (2) and reports directly to the Chief of Staff.
The Director of the State Crime Laboratory has the overall responsibility of managing and directing the State Crime Laboratory. The position is responsible for overseeing all administrative matters concerning the sections of the Crime Laboratory as well as areas of Quality Assurance and Quality Control, continued compliance with our ISO/IEC 17025 accrediting body for testing laboratories, FBI Quality Assurance Standards for Forensic DNA Testing Laboratories and DNA Databasing Laboratories, the acquisition and implementation of grants, personnel administration, the oversight of all budgets appropriated for the purpose of carrying out the programs of the Crime Laboratory, and completion of special projects assigned by the Attorney General.
The Director of the State Crime Laboratory directly supervises two Assistant Directors and one Executive Assistant and one Quality Control Manager. This position also indirectly supervises one laboratory legal counsel. The Director of the State Crime Laboratory counsels managers and their subordinates on personnel problems that confront the Crime Laboratory. The State Crime Laboratory has an ombudsman that interacts with the Lab Director and laboratory staff but reports to DOJ.
This position is responsible for:
  • Managing the Crime Laboratory including goal development, direct and organize available resources
  • Fiscal Management including staffing, equipment, supplies, inventory, capital expansion, certification and training
  • Communicating with the Criminal Justice Community, Elected Legislative Officials, Attorneys, and other Administrative Staff
  • Oversee Lab Programs including quality assurance, quality control, certification and grant coordination.
  • Special Projects identified and assigned by the Attorney General
These requirements are in addition to having a bachelor's degree listed under the Education and Experience requirements.
  • Selected candidate will undergo and must successfully complete a comprehensive background investigation which may take several months to complete. The background investigation includes: credit and arrest checks; interviews with associates, personal and business references, past employers and neighbors; verification of education achievement, and urinalysis drug screening.
  • Out of state applicants: This may require the applicant to return to the State of North Carolina multiple times at his or her own expense after the initial interview, in order to undergo the background investigation process.
  • In accordance with N.C. Gen. Stat. Sec. 126-1.1( c), effective July 11, 2016, employees who are hired by a State agency, department or university in a sworn law enforcement position or forensic scientist position and who are required to complete a formal training program prior to assuming law enforcement or forensic scientist duties with the hiring agency, department or university shall become career State employees only after being employed by the agency, department or university for 24 continuous months .
  • Employees who transfer into forensic scientist positions from other positions within N.C. State government and are currently Career State employees will be required to complete a probationary period of 24 additional months.
  • In accordance with Section 17.5 of Senate Bill 402, The Department of Justice shall not hire sworn personnel to fill vacant positions in the North Carolina State Crime Laboratory. Nothing in this section shall be construed to require the termination of sworn personnel, but as vacant positions in the State Laboratory are filled, they shall be filled only with non sworn personnel. Nothing in this section shall be construed to affect North Carolina State Crime Laboratory personnel who are sworn and employed by the Laboratory as of the effective date of this section and who continue to meet the sworn status retention standards mandated by the NC Criminal Justice Education and Standards Commission.

THE STARTING SALARY FOR A NEW HIRE TO THIS POSITION IS LIMITED TO THE RECRUITMENT RANGE OF $82,011 to $140,444. Salary determination is based upon the candidate's education and experience related to the position, as well as departmental budget and equity considerations.

The salary grade for this position is NC24. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY or MAY NOT result.

2. Knowledge of State Crime Laboratory, Department of Justice, and State Personnel policies and procedures.
3. Extensive knowledge of the organizational structure and operational procedures and policies of the Crime Laboratory.
4. Thorough knowledge of the principles, concepts, theories, reference sources, instrumentation, safety protocols and laboratory practices involved with the forensic examination and analyses of evidence.
5. Working knowledge of criminal law and of the rules and regulations regarding evidence gathering and handling.
6. Ability to convert basic thoughts and concepts into detailed and coherent written form.
7. Ability to express technical information clearly both orally and in writing.
8. Ability to establish and maintain favorable working relationships with other forensic science professionals, stakeholders in the criminal justice community and legislators. Bachelor s degree preferably in the physical or biological sciences from an appropriately accredited institution and eight years of varied laboratory experience including three years in a supervisory or administrative role; or an equivalent combination of education and experience.
