Job Title: Sr. Specialist, Program Management - DMSMS Job Location: Greenville, TX Schedule: (9/80) Job Description: This role requires experience with DoD life-cycle logistics and acquisition procedures, as explained in DoD standardization documents SD-19, Parts Management Guide, SD-22, Diminishing Manufacturing Sources & Material Shortages (DMSMS) Guidebook and SD-DMSMS & Parts Management Contract Guide Essential Functions: Lead the Diminishing Manufacturing Sources & Material Shortages Management (DMSMS) Program and work seamlessly with engineering and material management to guide the cross-functional DMSMS Team (DMT). Employ a case management system for all DMSMS occurences and maintain historical information to include Bills of Material (BOM) and life-cycle status of end items and sub-component piece parts.

Able to identify procurement requirements from Bills of Material (BOM), engineering drawings, drawing hierarchy, and data sheets. Author, collaborate, publish, and execute the DMSMS program plan (DMP). Track cost avoidance and actuals for case resolution.

Gather and report metrics on a weekly, quarterly and annual basis. Respond to-and-investigate DMS notices from M&P, procurement, GIDEP, HIS, ERAI, and other sources. Participate in corporate DMT meetings and training such as offerings by DAU and BOM Intelligence.

Conduct research and meet with subject matter experts (SMEs) as needed. Proactively resolve and mitigate DMSMS and parts management issues. Work with PMO and platform leads to coordinate budget and Non-Recurring Engineering (NRE) for solution and mitigation test, evaluation and resolution as required.

Prepare status and briefings for internal and external Program Management Reviews (PMRs), routinely present to customers, upper-level management, and stakeholders. Perform data analysis; interrogating, mining, and modeling using inventory, maintenance, and historical support data for a large fleet of aircraft and ground systems. Conduct logistics analyses and assessments (e.g., supportability analysis, Level of Repair Analysis, range and depth of spare parts, DMSMS, risk assessments, etc.) Interpret complex data sets, extract meaningful insights, and propose actionable recommendations to drive decision-making for internal and external policymakers.

Generate metrics for depot repair, vendor performance, and in-house capabilities. Evaluate Original Equipment Manufacturer (OEM), and vendor capability to provide required product or services. Devise innovative solutions to problems.

Demonstrate sound technical judgment, independence, and ingenuity. Manage multiple projects at one time. Qualifications: Bachelor's Degree and minimum 6 years of prior relevant experience.

Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience. Minimum of 5 years of practical experience in life cycle logistics or supply chain management.

2 or more years of experience leading multidisciplinary logistics support teams. Ability to secure and maintain a DoD Secret Security Clearance which requires a US Citizenship Preferred Additional Skills: Possess life cycle logistics knowledge and experience in support of aircraft and systems; DoD and USAF/Big Safari experience is preferred. Experienced with Diminishing Manufacturing Sources & Material Shortages (DMSMS) processes involving engineering integration of obsolescence management mitigations and/or redesign projects and logistics mititagion paths.

Experienced in working with Suppliers and/or Supply Chain engagement including usage of SAP and inventory management systems, i.e. Big Safari Inventory, for parts management analysis. Interact with customer representatives to define and manage expectations for life-cycle support.

Have analytical skills to perform complex analysis tasks to analyze a problem and perform necessary research to gather data to solve complex problems. Must understand spares modeling: Understanding of how logistics, supply chain, and repair factors impact program spares requirements. Demonstrate presentation skills to develop well-organized presentations and have strong communication skills to present to internal and external customers.

Proven problem-solving skills and the ability to solve complex problems and gather the necessary research data to solve problems. Must adapt to a fast-paced environment and shifting priorities to deconflict competing resources. Must have Project Management Experience relevant to aircraft Production and Sustainment programs.

Experience with the development of: Diminishing Manufacturing Sources and Material Shortages (DMSMS) Integrated Logistics Support Plans (ILSPs) ILS Management Plans Reliability, Maintainability, and Availability (RM&A) analyses. Spare parts planning and management Ability to work independently and in a team environment. Proficient with Product LifeCycle Management (PLM) software, such as TeamCenter and/or SharePoint.

Excellent written and verbal communication skills and the ability to interact with employees at all levels of the company, subcontractor organizations, and customer representatives. Train DMT members as required. Stay current in the latest DMSMS and Parts Mangement best practices.

Demonstrated, successful performance in the Logistics discipline. Highly skilled in MS Office applications, logistics software, and database management. Responsible for Analyzing bids, assisting in development of WBS / Deliverables / Schedule / Cashflow forecast.

Coordinates the preparation of proposals, business plans and performance Statement of Work (SOW) and specifications, operating budgets and financial terms/conditions of contract.
