Castle Rock Water is looking to grow its automation system over the next 7 years utilizing the SCADA Master Plan. We will be replacing old hardware with new Allen Bradley PLC’s and a FactoryTalk control system. This project will be following the PlantPax philosophy and is a great way to utilize your skills and keep up with future technology.
Position Overview:
This position is a professional level analytical position for the Supervisory Control and Data Acquisition (SCADA) Team. Work includes: providing technical oversight, under the supervision of the SCADA Supervisor, for electrical, programming, and radio communications on various projects. This will help ensure the integrity and reliability of the SCADA Systems for Water, Water Resources, and Wastewater Facilities. Performs duties in a manner consistent with the stated values of the Town of Castle Rock. They will perform duties in a manner consistent with the stated values of the organization.
Essential Duties & Responsibilities:
- Responsible for the implementation of the Town's comprehensive SCADA network. This includes all security, process control, instrumentation, industrial radio frequency (RF) communications and data monitoring aspects for the water, water resources and wastewater systems for the Town
- Responsible for the implementation of protocol and standards for the design, security and reliability aspects of the SCADA network, evaluates and recommends changes to the SCADA master plan
- Researches, analyzes and recommends system design criteria, including design of interfaces for existing and new equipment and software
- Performs maintenance, repair and improvement of the SCADA, control and communications systems for all Utilities facilities and equipment; assists in the installation, configuration and modification of new and upgraded hardware to achieve increased efficiency, productivity and work processes
- Provides technical programming support for repair and troubleshooting of access control, network communication, automatic dialer and SCADA process control systems
- Develops detailed, complex reports, including trending information and evaluates and analyzes system performance data for efficiency and reliability. Evaluates and analyzes data to illustrate overall health of the SCADA, communication, security and network systems
- Maintains backups of current load files, HMI screens, emergency notification and security information
- Shares pager duty on a rotating schedule. Responds to and performs after-hours calls for service and emergency repair
- This position is required to be part of a 24/7 On-call Rotation to help meet Departmental needs
- Performs other duties as assigned or required
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: Bachelor’s degree in Engineering, Computer Science, Information Technology or an instrumentation/control related field
Experience: Three (3) years process control experience in water/wastewater systems with an emphasis in SCADA technology; or any equivalent combination of education, training, or experience.
Knowledge, Skills, and Abilities:
- Working knowledge of industry standards related to design, performance and optimization of SCADA networks, process control and control panel design
- Thorough knowledge of control systems including network security, radio communications, wireless communications, firewall, routers and switches, and HMI/PLC applications
- Familiarity with video and physical security systems and RF communications.
Demonstrated diagnostic, repair, installation and troubleshooting skills with instrumentation and communications networks - Ability to effectively read, interpret and analyze complex data and information
- Ability to understand and troubleshoot structured text and ladder logic programming
- Ability to work independently
- Ability to establish and maintain effective work relationships
- Ability to spend extended periods of time using a keyboard
Physical Demands:
- May include exertion of moderate physical effort to include lifting, carrying, pushing and/or pulling of objects and materials up to 60 pounds
- Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting
- Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles
- Vision for reading, recording and interpreting information
- Speech communication and hearing to maintain communication with employees and citizens
Work Environment:
- Ability to drive to and physically access Town facilities
- Some duties may be performed in potentially any weather and environmental conditions
- Ability to safely work with and in close proximity to high voltage electrical equipment
Equipment Used:
- This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
