SUMMARY OF DUTIES:
The Senior Manager Strategic Initiatives is responsible for collaboratively facilitating internal business management practices, including providing strategic direction for processes/productivity enhancements.  This position drives the development of internal policies, guidelines, and criteria to streamline processes for multiple functional areas within the IMCS department.  The position is responsible for planning, development, coordination, monitoring and oversight of high-profile business activities for operational, regulatory, and managerial programs within IMCS. It has overall responsibility for leading Strategic Initiatives on all aspects business services that support the operation as well as ensuring safe work practices.  The position requires 24/7 availability to oversee an around the clock operation, ensure safe and efficient use of resources, and provide technical expertise to day-to-day activities as required.

 

 

ESSENTIAL FUNCTIONS:

  • Develops, executes, and/or oversees a variety of departmental business programs and initiatives aligned with corporate policies and programs to meet business objectives that include but are not limited to organization and staffing; training/professional development; employee information management and human capital strategic asset management; performance management and compensation planning; administrative policy/procedure development, coordination, implementation, and compliance.
  • Responsible for identifying, developing, and implementing various and multiple business improvements systemwide by examining, benchmarking, and reviewing work practices, policies procedures, reports data, budgets, agreements, work standards and other relevant document to ensure efficiency and economies of scale to support IMCS Maintenance and Production in creating a uniform and consistent structure.
  • Leads and supports key projects in IMCS that drive improvement in compliance, safety, and leadership development to improve employee capability and decrease costs.  
  • Responsible for planning, developing, implementing, and facilitating initiatives designed to enhance leadership skills, and creating and integrating leadership development programs.
  • Documents and ensures open and effective lines of communication are maintained throughout the IMCS department from initial planning to report distribution and follow up.
  • Lead the planning and implementation of projects and long-term programs to maintain the infrastructure in a state-of-good repair.  Oversee the departmental goals established for their units to ensure each scope of work is completed on time and within budget.
  • Develop and ensure continuous improvement of work methods and procedures that increase efficiency and drive improvement in the safety and reliability of the infrastructure.

 

 

MINIMUM QUALIFICATIONS:

  • Bachelor of Science in Business, Engineering, Construction Management with 9 years of experience.
  • In lieu of degree, a minimum of 13 years of equivalent work experience and training in position of similar capacity.
  • Qualified or possess sufficient experience to be qualified in RWP, AMT II, MW1000, NORAC/GCOR and FRA/OSHA applicable rules and regulations.
  • Demonstrated experience as Manager Engineering or equivalent position within railroad production operations.

 

 

MINIMUM KSA (Knowledge, Skills and Abilities):

  • Must be able to interface with all levels of employees and both external and internal customers.  
  • Must be skilled and experienced with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions.
  • Expert level knowledge and experience in all facets of Track, B&B, C&S, ET, maintenance, and construction including, as well as working knowledge of other crafts involved. 
  • Demonstrated knowledge and applied experience in railroad operations, operating rules, and railroad production work procedures.
  • Possess expert level knowledge of and ability to apply Federal Railroad Regulations and OSHA regulations.
  • Demonstrated effective communication skills both written and verbal; skilled in delivering presentations within and outside of the organization.
  • Demonstrated skill and ability utilizing effective time management and delegating work to others.
  • Demonstrated ability to understand and apply collective bargaining agreements.

 


PREFERRED QUALIFICATIONS:

  • Master of Science in Business Administration with 11 years of experience.
  • In lieu of degree, a minimum of 15 years of railroad operations equivalent work experience and training in position of similar capacity.
  • Qualified or possess sufficient experience to be qualified in RWP, AMT II, MW1000, NORAC/GCOR and FRA/OSHA applicable rules and regulations.
  • Held craft positions(s) performing inspection, maintenance, and construction.
  • Leadership experience in the following areas: technical and craft supervision.
  • Experience in planning, scheduling, and managing large scale multi-faceted capital programs around live railroad operations.

 

 

WORK ENVIRONMENT:

  • Position is responsible for 24/7 operation- fast paced environment with frequently changing priorities.
  • Available to work at various times to support railroad operations as needed including nights and weekends.
  • Hybrid - 60% Office / 40% Remote.
  • Travel:  25%

 


COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $131,330 - $170,200. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
