Senior Intelligence Targeting Analyst, Doral, FL
SUMMARY
We are seeking Senior Intelligence Targeting Analyst Support to help the efforts at SOUTHCOM J2 in support of U.S. SOUTHCOM J2 Operations and Activities. SOUTHCOM plans, manages, and executes a myriad of operations during peacetime, crisis, and war in the Central and South America theater of operations. Responsible for providing advanced intelligence analysis and all aspects of information gathering, research, threat assessments, client development and predictive analysis as part of a Targeting/Analytical team. Senior Intelligence Targeting Analyst is responsible for researching, developing, and presenting intelligence target products at the tactical and operational levels. Senior Targeting Analysts shall research emerging Open Source and various social media applications for social networking, collaborates with industry and academia subject matter experts (SMEs), and interfaces with other Government agencies for targeting support. Senior Targeting Analysts shall identify and support the collection of open source data to support multi intelligence fusion analysis in a collaborative environment. The selected candidate will support a variety of operational and targeting efforts for USG.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Interfacing with intelligence organizations to produce analytical products and assessments supporting targeting efforts, HUMINT and exploitation operations, and threat analysis
  • Fusing PAI for multi-intelligence product development, including outlining regional and ideological discussions in specific foreign language media environments
  • Preparing final intelligence products from information obtained and processed from one or more intelligence sources
  • Employing all-source intelligence to identify, analyze, and report threats
  • Preparing and creating Target Packages based on research, analysis, and understanding of the desired outcome specified by the J2X or their designated representative
  • Supporting efforts in developing usable intelligence products (the collection, processing, integration, analysis, evaluation, and interpretation of available information)
  • Preparing draft releasable briefings, talking and decision papers concerning semi-complex to complex matters in Intelligence Operations for release
  • Supporting national and international level meetings, committees and symposiums as a functional expert on Intelligence Targeting Analysis
  • Supporting OSINT/PAI capabilities interface between service, national, and coalition customers within a defined area of responsibility
  • Supporting operations coordination efforts with higher headquarters and other US and allied national intelligence agencies to improve analysis, production, access to adversarial threat data, and to develop collaborative efforts
  • Providing customer outreach and dissemination through all available means to higher headquarters, partner nations and other OSINT community members
  • Developing OSINT/All Source products using PAI, analysis and trends for intelligence support of Information Operations (IO), Planning, Military Information Support Operations (MISO), Civil Affairs and other special operations
  • Identifying requirements and providing recommendations to fill knowledge gaps impacting missions directly related to tactical, operational and strategic levels of operation
  • Synthesizing large data sets and providing recommendations to senior leaders
  • Identifying targeting leads to enable a variety of intelligence operations through the exploitation of media
  • Reviewing of operational traffic, drafting substantive targeting operational cables, to include devising targeting information from multiple classified databases and media exploitation
  • Writing, coordinating and publishing reports and assessments for senior level presentation

EDUCATON AND EXPERIENCE
  • BA or BS preferred
  • Minimum of ten (10) years of analytical experience in HUMINT operations, intelligence analysis, and/or regional/functional expertise in areas of interest to USG with Five (5) Years' experience at the operational level
  • Minimum of two (2) years' experience serving in a Command, Component, Task Force operational or tactical unit
  • Experience conducting regional analysis, Geo-Political analysis, and HUMINT/SIGINT analysis and Collection Management
  • PAI intelligence products at the operational and tactical levels for senior leaders
  • Graduate of a recognized intelligence focused targeting school (DIA or Military Training)
  • Joint Targeting Staff Course and Joint Intermediate Target Development
  • Trained in the following PAI Tier I & II courses or related training:
    • DIA OSINT awareness training
    • DIA Tier I managed attribution training
    • DIA Intelligence oversight training
    • Graduate of BHTK or comparable course
    • Tier II MAS training (SILO)
    • Identity Management Operator Course (IMOC) or comparable course
    • Attribution Signature User Training (ASUT) or comparable course
    • Advanced Social Media Analysis Course (ASMAC) or comparable course

KNOWLEDGE, SKILLS AND ABILITIES
  • Proven ability in the following:
    • Producing collections requirements assessments
    • Conducting search in digital environment of PAI data, platforms and technologies
    • Geo-enabled PAI
    • Berber Hunter Tool Kit (BHTK)
    • Deep/Dark web
    • PAI support to operations and intelligence productions
    • PAI support to MISO and support to Intelligence Targeting
  • Keen sense for identifying and evaluating operational processes and success; ability to drive HUMINT operations through written products and briefings to senior USG officers
  • Strong verbal and written communications skills and be able to coordinate effectively with various offices and agencies in the US Intelligence Community
  • Excellent operational judgment and be able to respond quickly to high priority data with minimal supervision
  • Ability to propose changes to procedures, policy and guidance to ensure timely and cost-effective operations within areas of responsibility
  • Highly proficient in utilizing current intelligence related automation, applications, tools, and databases to support analytical efforts and product development
  • Expert knowledge of SOF Intelligence Operations and practical CT intelligence experience
  • Knowledgeable with embassy cable writing styles and USG classified databases, to include specific targeting tools, sources, and methods
  • Familiar Intelligence Community report writing styles and specific USG classified databases and targeting applications
  • Skilled in advanced skill-sets of F3EAD targeting methodology to include broad knowledge of additional intelligence disciplines and significant demonstrable experience in leading analytical efforts culminating in products
  • Ability to shape, fuse, and provide recommendations on capability assessments for internal and external clients from different organizations used to base operational or acquisition decisions
  • Ability to analyze, evaluate, interpret, and disseminate information on political, economic, social, cultural, physical, geographic, or scientific conditions and trends
  • Proficiency in social media applications and advanced knowledge on all aspects of Open Source research including methodologies and systems to produce results
  • Familiarity with a foreign language is a plus including but not limited to specified target languages. (Spanish, Portuguese, Chinese, Russian)
  • Interpersonal skills to serve as a part of an integrated, cross functional team
  • Knowledge and skills using Windows based desktop computers and MS Professional Suite of applications, especially Excel, Word, PowerPoint and Sharepoint
  • Must be a U.S. citizen
  • Must have a valid US passport with no less than six-month remaining
  • Must be willing and medically/physically able to deploy OCONUS if required
  • Must be willing and able to work irregular hours
  • Must be willing and able to work in a predominately military environment
  • Active TS clearance with SCI Eligibility and current CI Polygraph
