General Summary This is a non-merit system, employment-at-will, long-term contract position. This role is not available for full-time telework.
The Sr. GIS Support Analyst is responsible for designing, developing, implementing, and maintaining WSSC Water's enterprise GIS application solutions.
Essential Functions The Sr. GIS Support Analyst is responsible for designing, developing, implementing, and maintaining WSSC Water's enterprise GIS application solutions.
- Develops complex scripts, user interfaces, programs to create GIS based applications, display GIS data, and/or to convert existing special use mapping applications for use by WSSC Water staff
- Utilizes GIS technologies such as ArcGIS, ArcSDE, Portal/ArcOnline and other components to create and update complex maps and applications and/or to perform complex spatial analyses to evaluate water/wastewater, economic, land use, demographic and other data
- Gathers and maintains knowledge of all mapping information and available resources to efficiently provide customers with tools to meet those requests
- Communicates verbally and in writing with the general public, private businesses, WSSC Water personnel, and other agencies on map applications and functions of the GIS section
- Presents spatial data in graphic form and prepares technical documentation/report of analysis and findings to submit to requesting staff
- Designs accurate, logically formatted map layouts by accurately placing and editing appropriate annotations and symbols on the maps using proper size and font
- Obtains requirements from users to derive a solid understanding of GIS requirements
- Provides accurate, complete information/technical advice to internal and external IT staff regarding difficult data development or updating problems
- Develops and uses effective mechanisms to report application development activities
- Documents information using established metadata standards
- Provides technical documentation updated to the latest enhancement or release
- Develops recommendations for application development strategies
- Helps to establish mechanisms for coordinated data development, sharing, and information exchange
- Assists with defining and meeting business requirements
- Serves as project leader for small initiatives
- Trains GIS users
- Stays informed of GIS technology developments
- Attends related workshops/conferences when available
- Performs other related duties, as assigned

Required Knowledge, Skills, And Abilities - Strong communication skills with ability to document and troubleshoot problems and communicate with business and technical staff at all levels
- Strong analytical and organizational skills
- Ability to manage multiple tasks concurrently
- Diverse knowledge of multiple programming languages such as Python, Javascript, HTML, and SQL programming languages
- Thorough knowledge of relational databases such as SQL Server, and Oracle in the context of GIS databases
- In-depth knowledge in and use of ESRI technology suite such as ArcGIS, ArcSDE, Portal/ArcOnline or related components
- Thorough knowledge of GIS software and ability to increase one's proficiency in programming languages to effectively perform complex operations
- Ability to demonstrate and maintain thorough knowledge of GIS technologies including GIS software and hardware
- Ability to apply gained knowledge of new technologies in creating and maintaining GIS applications
- Ability to understand business concepts and technical architecture applicable to systems supported
- Ability to prioritize projects and tasks
- Excellent communication skills, both verbal and written
- Ability to work as part of a team, and independently on complex problems
- Knowledge of GIS Mobile Apps such as ArcGIS FieldMaps, Drone2Map, Survey123, or related technologies
- Ability to build GIS web-based applications using ArcGIS Experience builder
- Knowledge of programming languages such as Python, javascript, HTML, and SQL programming languages
Bachelor's degree in Computer Science, Geography, Civil Engineering, or related discipline and 2+ years experience in GIS applications and systems development that also includes:
- Experience with relational databases such as SQL Server, and Oracle
- Experience with ESRI suite of products such as ArcGIS, ArcSDE, Portal/ArcOnline, or related components
- Experience with the use of technical geography, proficiency in using GIS software to perform spatial analysis, and in utilizing GIS programming scripts/languages
OR
High School diploma (or equivalent) and 6+ years experience in GIS applications and systems development that also includes:

Additional Requirements
Must be available, if required, on a 24-hour on-call basis and work at odd and irregular hours
Preferences - GISP, PMP, ITIL, or other relevant certifications
- Experience with ESRI technologies
