SUMMARY OF DUTIES:
Responsible for the management and delivery of Contract and Commercial Management services for the Capital Delivery organization (CAPD). This includes architecture, engineering, construction, and consulting (e.g., project management, construction management, delivery partner) contracts. Understands, supports, and furthers business and strategy of CAPD and other internal stakeholder departments in relation to contract management and contract oversight. Oversees Contracting Officer's Technical Representatives (COTR) center of excellence for all COTRs supporting CAPD projects. 

 

 

ESSENTIAL FUNCTIONS:

  • Directs/oversees lead contract administrators responsible for contract management.
  • Provide persistent management and supervisory oversight to a diverse staff of contracts professionals, including both senior and junior level personnel
  • Ensure contract compliance with applicable laws and regulations, including FAR, across the CAPD portfolio.
  • Monitors and tracks contract adherence and performance to capture lessons learned and improve future Contract and Commercial language.
  • Supports resolution of complex Contract and Commercial inquiries regarding risks, issues, contract obligations and revisions needed on active CAPD projects. 
  • Conducts regular workforce analysis with CAPD project delivery and engineering teams to ensure appropriate COTR resources are in place to support CAPD projects.
  • Supports development of training for CAPD COTRs regarding change management, negotiations, preparation of independent cost estimates, and other contract management functions.
  • In conjunction with the Procurement & Supply Chain team and Law, develops, disseminates, and implements best practices for CAPD COTR center of excellence.
  • Provides guidance, direction, motivation and supports staff training to ensure timely, compliant, cost-effective contract management/administration.
  • Communicates and works closely with departmental peers and executives across functional areas to build contract administration influence and set appropriate policies and direction. 
  • Leverages best practices and makes decisions based on the best interests of Amtrak.
  • Proactively engages all of the relevant internal parties in cross-functional activities to achieve shared goals and metrics to achieve success.
  • Effectively creates and uses written material, oral presentations and verbal interchange, and be at ease working with business leaders and executive staff.
  • Regularly reports out progress and significant developments to senior management
  • Interfaces directly with end-users, suppliers, Amtrak senior leadership, attorneys and government agencies as needed.
  • Development and mentoring of contracts professionals is a critical aspect of this position.

 

 

MINIMUM QUALIFICATIONS:

  • Understanding of construction, engineering/architecture, and consultant contractual instruments including contract type and terms & conditions.
  • Ability to effectively promote the integration of corporate-wide and departmental strategies and operating objectives and be able to develop and implement comprehensive contract management plans consistent with corporate programs & objectives.
  • Ability to establish appropriate methods and procedures to effect efficient and accurate control of contract commitments and schedules including cost reduction programs to accomplish system-wide savings.
  • Extensive knowledge and experience in the field of construction procurement, contract administration, and contract management.

 

 

MINIMUM KSA (Knowledge, Skills and Abilities):

  • Experience negotiating and administering various contract types of varying sizes and types of agreements within the architecture, engineering and construction industry.
  • Able to build constructive and effective relationships and use them to maneuver through complex situations.
  • Strong decision-making and problem-solving skills.
  • Excellent communication skills – oral and written. 
  • Ability to provide subordinates with guidance, direction, motivation and training to ensure cost-effective acquisitions, good negotiating strategies, value-analysis techniques, in-depth market research of market trends, and new contract administration and negotiation techniques.
  • Ability to effectively manage in a fast-paced environment with frequently changing priorities 
  • Embraces learning new tasks, both complex and simple, to maintain effectiveness in this position.

 

 

PREFERRED QUALIFICATIONS:

  • Knowledge of FAR and other government regulations
  • BS/BA in Business, Finance, or related field
  • MBA, or equivalent professional contract management certification
  • 10+ years of experience, or an MS Degree and 8+ years of experience in contracts administration.
  • 5+ Prior management experience and demonstrated ability to lead teams and develop talent.
  • 15 years relevant experience
  • Certified Purchasing Manager or Certified Professional in Supply Management
  • Extensive project management experience
  • Proven record of accomplishment of improving business processes and delivering measurable results

 


WORK ENVIRONMENT:

  • Works inside a climate-controlled environment.
  • Uses a personal to access standard office automation software and Amtrak-specific applications to perform a variety of tasks, including communications, creating and reviewing documents, and analyzing information.
  • Performs tasks that require sitting for an extended period.
  • Requires travel via a variety of modes and work during irregular hours.

 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $187,500 - $242,892. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
